Former journalist and Corporation for Public Broadcasting executive, Ann W. Madsen, will lead development efforts at The Poynter Institute.

The Poynter Institute, one of the nation's top schools for professional journalists and media leaders, has announced the appointment of Ann W. Madsen of Manlius, N. Y., as director of development. In this capacity, Madsen will serve as the chief development officer for the school. She reports to the institute's president, Dr. Karen B. Dunlap, and Butch Ward, managing director.

Madsen, who spent a decade as a working journalist, was most recently vice president of corporate advancement at the Corporation for Public Broadcasting in Central New York. She'll help carry forward the vision of Nelson Poynter, who as chairman of the St. Petersburg Times, founded the Institute in 1975. Major funding for the Institute comes from Times dividends, an investment account and program tuition, as well as grants and individual contributions. Madsen will seek to advance the development program, now in its fifth year. She will focus on major gifts.

Poynter believed journalism was a "sacred trust and a great privilege" and that journalism and democracy are best served under local, independent media ownership. Today, the Institute provides on-site and online training to thousands of journalists, media leaders, educators and citizens every year.

A graduate of Trinity College in Burlington, Vt., Madsen began her career as a reporter for the Syracuse Newspapers. She went on to work in editorial capacities at two other New York newspapers and was one of the first women appointed an editor for the Gannett Group's Observer-Dispatch in Utica, N. Y. Her career transitioned from journalism to public relations and marketing and eventually led to senior-level positions in fund development. She was director of marketing for Mutual of New York's Health Insurance Division, associate vice president of Institutional Advancement at Cazenovia College and chief advancement officer for the largest human services agency in Syracuse. Before moving to Florida, she served as interim executive director for Cornell University's cooperative extension operation in Onondaga County.

Madsen has been the recipient of numerous national awards for marketing and communications. She is the recipient of multiple honors for community service.

3)  Try several trainers before you make your final choice. Most trainers will offer a trial period to see if personalities are compatible.

4) Take the time to check references and learn about the trainer’s background. A good trainer will provide a potential client with references of a few past and current clients as well as the sources of their certifications or degrees.

The National Swimming Pool Foundation (NSPF) is pleased to announce it has awarded the Centers for Disease Control and Prevention (CDC) Foundation a grant to support research for its Healthy Swimming Project. The grant will further the effort to prevent the spread of illness in recreational water.

Funding from NSPF will allow CDC scientists to conduct research on the chemical, microbiologic, and sampling/testing aspects pertinent to the spread of illnesses associated with the use of treated recreational water venues such as pools, hot tubs, and water parks.

“There is a compelling need to get some answers on the spread of recreational water illnesses. NSPF is working to remedy the knowledge gap in this situation by providing much needed funding to get this study started.” says NSPF’s Chief Executive Officer, Thomas M. Lachocki. NSPF’s goal in funding a study of this subject is that it ultimately results in improved prevention guidelines for pool operators, public health officials, and the public. “The educational documents that result from this NSPF/CDC research will help reduce recreational water illness and highlight the health benefits of aquatic exercise,” added Lachocki.

NSPF will consider additional grant requests starting in April of 2004. Highest priority will be given to grant proposals that focus on demonstrating the health benefits of aquatic activities. “Now that we have invested in reducing the risk associated with recreational water, it is time to reinvigorate our effort to research and communicate the benefits of aquatic activities,” said Cory Willis, Chairman of the Grant Review Committee and a member of the NSPF Board of Directors. Increases in the prevalence of obesity, type 2 diabetes and high blood pressure in adults and children are well documented and can be reduced by exercise and diet.

The goal of CDCÂ’s Healthy Swimming project is to study and provide information for swimmers, pool operators, and public health professionals. It further enhances the swimming experience by raising awareness about the spread of recreational water illnesses.

The City of Alamosa Colorado's water supply is contaminated with salmonella, and a neighboring city, Monte Vista, offers water to the ailing community. Alamosa to trade one contaminant for another to stem Salmonella.

Monte Vista City Manager Don Van Wormer said, on Thursday, that the City has made an internal decision to provide water at no charge to Alamosa institutions such as hospitals, senior centers, and other public facilities, in light of the current Salmonella contamination of Alamosa's water supply.

"We have had calls from contractors; we're negotiating contracts with Wal-Mart and some other commercial outfits out there. We will be more than happy to allow them to use our water, however, we have a cost associated with it, which is in our policy, which in essence, I believe, is $15 per thousand gallons," said Van Wormer. "Helping out those in need, we're going to do that. Those who need water to keep their business open to meet the demands of the market will pay for it."

He reiterated that "our water is good" and the City tests it regularly. "We've always been in compliance," he said. "What happened down there is somewhat of an anomaly. Getting Salmonella out of a water system is extremely unusual. It has to happen through a series of events unrelated to actually extracting water out of the well. Our aquifer, we're fine on that.

What if?

Councilor William Spicer asked about Monte Vista's plan, in case "this happened to us. Do we have a good plan?"

"The plan has a number of variables, and it depends upon what the event is, and what the contaminant would be. But ultimately, how this usually plays out on these sorts of events, the system has to be sterilized or flushed, sterilized and flushed, to get the bad water out. I'll just make a general blank statement on that - we'd have to chlorinate the system at a higher level, get it in there, flush the system out, or if it's another kind of compound or whatever might cause contamination, it might just take a straight flushing of the system or if it's an isolated from an area, we might be able to isolate the area and flush the system out. These events, though rare, have happened." He said depending on the requirements, Monte Vista might either turn all the "pumps on and create a surge, or one, or two, or three, depending on what (is needed.)" He said the City has a general plan and contacts for obtaining fresh water through the stores and other purchases. "We know where the tanker companies are that are certified to haul potable water. I feel confident that, if we were ever in that predicament, we'd be able to respond in a timely manner," he said.

Alamosa City officials became aware of the problem early last week, and since then, more than 200 people have reported Salmonella-related symptoms. There have been, as of this writing, over 65 confirmed cases, with 9 hospitalizations. Governor Bill Ritter has called on volunteers and organizations to lend a hand with the situation. Ritter met with city and health officials on March 22, to hear their take on the situation, toured the new Alamosa Water Treatment Center and the Emergency Operations Center, where he thanked the tireless volunteers, and then assisted with the distribution of water at one of the three water distribution sites.

"The take away for me today was that there is plenty of bottled water available and that volunteers, and state and local agencies are working diligently to resolve this crisis and keep the public informed," said Ritter.

Area residents and visitors have been advised to stop using tap water from the city's water system and to begin using bottled water or water being made available in bulk at the distribution sites until further notice. On March 19, the Colorado Department of Public Health and Environment (CDPHE) issued a bottled water order for the city of Alamosa, and city officials declared a city/county emergency. On March 21, the CDPHE declared a public health emergency and Ritter issued an executive order declaring a disaster emergency due to the contamination of the public water supply. The executive order provides up to $300,000 in funds from the Disaster Emergency Fund to pay for the response effort related to this disaster and activates the National Guard, who will take the lead on the distribution of water.
"For now, residents are asked to be patient and to utilize the resources being made available by state and city agencies," said Ritter. "We also want the rest of the state to know that Alamosa is still open for business. Restaurants and hotels are taking the appropriate precautions and stand ready to host visitors."

In a press release last week, Ritter's office gave more details:
The process of de-contaminating the city's water system will began on Tuesday, which involves flushing the system with high water pressure and high levels of chlorine.

Health officials are stressing that it is extremely important to only use bottled or bulk water once the flushing begins. Furthermore, they are strongly cautioning that infants and children should not be bathed in the heavily chlorinated water being used to do the flushing.
The Colorado Department of Emergency Management (CDEM) and CDPHE are working with commercial water bottlers and suppliers to help provide bottled water to the community. CDPHE has activated the Disease Control, Consumer Protection, Water Quality and Health Facilities Divisions to focus on multiple complex issues. Activities currently being addressed are:

· Coordination of communication and consistent messages,
· Providing technical assistance to the community,
· Advising, and tracking the closures of, commercial food establishments, schools and daycare centers,
· Supporting the call center with current information and additional staff,
· Identifying and tracking the number of cases,
· Advising health care facilities on patient care during the water restrictions,
· Sampling and testing the water system,
· Coordinating a plan to flush the water system.

Health effects of chlorine exposure and ingestion
The Schools have temporarily suspended classes, including Adams State College, because of the high chlorine levels expected in the next few days, making good hygiene difficult for students. Adding chlorine is, essentially, replacing one contaminant with another, but using chlorine for cases such as this is standard practice for a municipal water system, and officials have said it could take up to three weeks to completely flush the system. Chlorine has been linked to bladder and other cancers according to some scientific studies; however, other studies did not come to the same conclusions with regard to cancer. Residents are encouraged to continue to drink bottled water until the high chlorine levels have subsided. The body's liver and kidneys process substances such as chlorine to eliminate them from the body. Small amounts of chlorine can pass through the skin when people are exposed to chlorine gas, chlorine bleach, or bathing in water with high levels of chlorine. When chlorine combines with lake or river water, a class of chemicals that includes chloroform can be formed. Most people can smell chlorine when levels reach 0.02-3.4 parts per million (ppm). If residents can smell chlorine in their home, the level may be too high to be safe, and might need to open windows periodically to allow the fumes to disperse. During the initial phase of the system treatment, it is advisable not to mix tap water with other chemicals such as ammonia.

Short-term, high-level exposures to chlorine can affect health.
· Immediately or shortly after exposure to 30 ppm or more of chlorine gas, a person may have chest pain, vomiting, coughing, difficulty breathing, or excess fluid in their lungs. Exposure to 430 ppm in air for 30 minutes will cause death.
· The health effects of breathing air that has less than 30 ppm of chlorine are the same as listed below for inhaling liquid bleach vapors.
· Liquid chlorine bleach and its vapors (at levels of 3-6 ppm in air) are irritating to eyes. At levels of 15 ppm in air people experience nose and throat irritation. Touching liquid chlorine bleach can cause skin irritation. Drinking levels over 4 ppm can cause throat and stomach irritation, nausea and vomiting.

Salmonella Symptoms

Individuals experiencing diarrhea for two days or more, bloody diarrhea, diarrhea with fever or other concerns, should consult their health care provider. Salmonella symptoms usually begin about one to three days after exposure and include diarrhea, fever and stomach pain. Illness usually lasts four to seven days and most people will recover without medical treatment.

However, the diarrhea can be severe, and the person may be ill enough to require hospitalization.
The elderly, infants, and those with impaired immune systems may have a more severe illness. In these patients, the infection may spread from the intestines to the blood stream and then to other body sites, and can cause death unless the person is treated promptly with antibiotics.

Information about salmonella is available at the COHELP line 1-877-462-2911. People can call for recorded information between 8 a. m. and 11 p. m., Monday through Friday.

State consumer protection officials provided the following guidance during the bottled water order:
At home, use bottled water for cooking, drinking, brushing teeth, making ice, wasting dishes and for adding to any food especially for the preparation of baby formula. Home-style/domestic dish washing machines are adequate for sanitizing if the heat drying cycle is applied. Bathing and showering in the water should present no problems for healthy individuals. Exercise caution not to ingest water during such activities. No commercial food preparation should be done unless approved by the local public health agency. Consider using prepared food from an alternative approved source. Use only prepackaged foods that do not require any additional preparation other than heating in its original container. Frequently wash hands and apply hand sanitizer after washing. Do not touch food with bare hands. Use disposable gloves. Use frozen/canned produce. Purchase packaged potable ice. Do not use water to wash plates, cups and utensils. Use only single - service utensils, such as paper plates, napkins, cups, plastic spoons, forks and knives.

Typically the ones most vulnerable to illness caused by contamination are the elderly, young children, and those with compromised immune systems.

The Damage Inflicted by Ineffective "Safe Haven" Laws

Why Baby Dumping Laws should provide a Safe Haven for BOTH mother and child, encouraging families to remain together, instead of encouraging mothers to relinquish their child.

Forty-two states now have some type of safe haven legislation. (The following states do not have safe haven legislation: AK, HI, MA, NE, NH, VT, VA and WY.) Most of the laws designate hospitals, emergency medical services, fire stations and police stations as safe locations. One exception is New York, which stipulates that the baby may be left with a suitable person or may be left in a suitable location so long as an appropriate person is promptly notified. Immunity is granted generally to employees who are required to accept and care for relinquished infants. About half of the states will not prosecute parents who relinquish unharmed infants. The remainder allows an affirmative defense to prosecution. State laws vary on the age of infants who may be relinquished. The ages range from 72 hours old or younger up to 5 days old or younger. The most common ages found in the statutes are 72 hours and 30 days.

While the intent of lawmakers and supporters to save babies is a noble one, the solution by creating new "privacy laws" just as adoptees are succeeding in overturning older privacy laws, is a blatant manipulation by the adoption industry.

The alternative to creating new and damaging privacy laws should

Be creating places where an overwhelmed mother can get financial and emotional assistance to care for and keep her own child by keeping families together, not tearing them apart. Promoting abandonment is not the answer.

If you doubt that the adoption industry is the prime financial benefactor to these new laws then look at how these laws effects some parts of adoption:

They contravene sections of the Indian Child Welfare Act (ICWA) which give tribes first custody rights in cases of child relinquishment and they deter adoption through traditional legal channels and replace standard practice with what some Safe Haven advocates call "non-bureaucratic placement". They deny the right of identity to infants abandoned "legally" and strip the infants of all genetic, medical and social history. They include little or no safeguards against third party intervention (father who doesn't want responsibility and embarrassed grandparents,). They ignore established birth parent revocation timeframes that permit a birth parent - usually the mother - to reclaim her child in a reasonable amount of time.

Fathers, Aunts and Uncles, Grandparents, Sisters and Brothers all deserve an opportunity to care for a child before a government sanctions the child as anonymously relinquished and incontrovertibly abandoned and bequeaths he or she (through adoption) to a total stranger with enough money.

Allowing 'Safe Haven' laws in their current form will encourage home or private births without medical attention which risk the health of the mother and the child. Many women have complications during and after childbirth. Women will be discouraged from seeking pre-natal and post-natal medical care

And counseling, thus endangering the health, well being, and even the life of both the mother and the baby. In Florida, receiving centers are PROHIBITED from even asking women if they need care.

You may have heard on the news that passing "Safe Haven" legislation will save the lives of babies, but you are being lied to. No serious studies in the US have been made on mothers who abandon or kill their newborns. Evidence suggests, however, that they suffer from a dissociative state in which the pregnancy is denied. Many suffer from substance abuse, mental disability, and physical abuse at the hands of family members and boyfriends. Anecdotal evidence from those who work with at-risk girls and women as well as testimonies of women who have abandoned suggest that "baby dumpers" will not utilize Safe Haven programs.

In states that have passed "Safe Haven" laws, babies continue to be illegally dumped. As of September 2001, Texas reported at least 12 infants had been abandoned illegally since the passage of its law, but the abandonments occurred before the start of a public awareness campaign. None have been abandoned outside safe havens since this publicity. Louisiana reported that five infants had been abandoned illegally since passage of its law. Three babies died, and the parents were prosecuted. At least five babies were illegally abandoned in California; two more of them were found dead. In Connecticut, one baby was discarded near a highway. Three babies had been abandoned illegally in Colorado. In one case, the mother attempted to regain custody. Michigan reported nine attempts including one in which a judge ruled that the case was not a safe haven surrender because the parents had not been given enough information on their legal rights. As of September 2002, California reported 21 illegal abandonments and 17 infants abandoned found deceased. Illinois reported four infants illegally abandoned and found deceased. Illinois averaged 25 illegal abandonments over the previous four-year period.

Does it really require states to advertise a blanket policy of "secret abandonment" as an easy escape from the pressures of parenthood to save the lives of these babies? No, it doesn't.

What it does take is education of the kids in school and the adults out there in the churches, private organizations, neighborhoods and crisis centers, P. S.A. s on TV and radio; Involving Social Services to act as supporters rather than child retrievers. If you teach young girls that 'sex equals pregnancy', then you have some of the battle won. Teach them abstinence. Now teach them about NOT dumping babies. I believe that if most of the officials and statesmen would check their EXISTING adoption laws, and promote them, then the battle might also be won.

We already have the tools in law. Creating more law doesn't fix things. Use the laws that are in place, first. Distraught women would see and recognize the alternatives to murdering their baby by leaving them in strange places. However, a girl who is going to dump a baby, is going to dump a baby. She doesn't care where it is, and she won't bother to check her state's statutes before doing it. Current implementation of Safe Haven laws do nothing to address the real problem, and the woman, who abandons her baby in a hospital one week, may be back nine months later to make another 'speedy delivery'.

Instead of teaching teenagers and adults that they can simply and anonymously turn their back on their responsibilities our federal and state government should increase funding to education.

Legalizing something that is wrong will not make it right. It simply creates a barricade to identity and truth for the few babies that do end up left in a fireman's or nurse's arms. If funding is increased and focused to education and it is used it to create programs that educate women about their choices early on, and offer support for expectant mothers who are in school, then yes, solving the education funding problem will alleviate baby abandonment. To some bill makers, education funding is too hard of an issue, and not really as glamorous as the perceived 'quick fix' of creating new privacy barricades through "Safe Haven" laws.

Instead of providing the adoption industry with more "baggage free" children to sell, and sentencing them to a future in which they will be removed of genetic heritage, devoid of medical history, and true origins, politicians should enact legislation that will provide a "safe haven" for BOTH the child and the parent.

The people's money in the custody of the government should be spent keeping families together, not encouraging them to separate. It isn't government's role to use our money to reverse years of discouraging abandonment by now start promoting it. Why not relegate this issue to the churches, private organizations, neighbors and crisis centers and sponsor their support in educating to reduce the number of fatalities due to child abandonment?

Passing additional Safe Haven bills and allowing the ones that exist to continue, is a wasteful and onerous Band-Aid to put on the problem.

Politicians, statesmen and other elected officials should be interested in more than the cosmetic appearance of an issue by realizing that underneath it all, enacting this bill will do more harm to the public's welfare. "Safe Haven" legislation puts us in contravention of customary international law, in particular, Articles 7 and 8 of the Convention on the Rights of the

Child. No child should be stripped of his or her identity with the collusion of the government. Countries that have enacted or tacitly allowed abandonment have done so in times of SEVERE social upheaval, such as war or famine, or as a result of embedded archaic law and tradition. Even after 911

The Columbia tragedy, unrest in Korea and War in Iraq, the current plight of the USA does not qualify as "social upheaval".

Safe Haven legislation:


* Obliterates the identity rights of the abandoned child.


* Ignores the causes of infant abandonment and the urgent needs of mothers in crisis; no counseling or social services are accessible either pre - or post-abandonment for abandoning mothers.


* Reverses a century long trend in child welfare policy discouraging abandonment.


* Directly conflicts with existing state and federal legislation and U. S. Supreme Court decisions, such as birthmother revocation periods, birthfather notification, and the Indian Child Welfare Act.


* Discourages the collection of medical and other background information. It also prevents anyone from being able to verify that the person leaving the baby is in fact the parent.


* Opens the door to potential fraud and abuse. People like Georgia Tann, convicted Tennessee adoption black marketeer of the 1940's, who perhaps now exist in NH, would benefit from these bills.

Despite the newspaper headlines that follow if "Safe Haven" laws pass in each state, babies won't be saved. In an age where more and more states are gradually opening their records to adoptees, Safe Haven laws threaten to take that away from the future adoptees. In the fifties and sixties, "statesmen" thought they were doing the right thing when they enacted sealed

Records to "keep babies out of dumpsters". Whether politicians know it or not, they are being manipulated by the same forces that are against open records for adoptees. They are enacting a new type of privacy law for which there may be no future remedy. They might fool themselves into thinking the nameless child searching for their identity 20 years from now owes their life to "Safe Haven" laws, but more than likely, they will be abandoned BECAUSE of this legislation. Almost 15,000 adults who were adopted have requested their original birth records from the four states with open records in as many years. According to "Open Records Trigger Requests by Adoptees," by Cheryl Wetzstein, published in the January 20, 2003 edition of the Washington Times, over 80 percent of the 854 birth parents who contacted the four states (Alabama, Delaware, Oregon and Tennessee) consented to the adult adoptees contacting

Them. Just 15 birth parents in Delaware have vetoed the adoptees' request for records, while 472 of 502 adopted persons have received their records.

The children who are victims of "Safe Haven" laws will not be able to request records as adults, because none will exist for them. I encourage you to stop these laws, for their effect goes past encouraging the abandonment of children in the present, but spans into the future of a multitude of orphans who grow into adults with no record of origin. Creating nameless foundlings is not an acceptable trade off. There are always other solutions.
