The International Premium Cigar & Pipe Retailers Association has come out in support of proposed Washington D. C. Council legislation to reduce under-aged smoking and against the same piece of legislation that would impact smokers’ rights outside businesses, according to Chris McCalla, legislative director of IPCPR. The proposal would assess new penalties on under-aged youth for purchasing or possessing tobacco products. At the same time, the bill allows shop owners to post no-smoking signs in front of their establishments to include 25 feet of their front door or from the sidewalk.

The proposal would assess new penalties on under-aged youth for purchasing or possessing tobacco products. At the same time, the bill allows shop owners to post no-smoking signs in front of their establishments to include 25 feet of their front door or from the sidewalk.

“As owners of premium cigar stores, we have very few people coming into our stores who are underaged and, if they try to make a purchase, they are carded without exception. So the part of the legislation regarding underaged youth and tobacco is not a problem for us, unlike the Campaign for Tobacco Free Kids which, ironically, opposes this aspect of the legislation,” said Chris McCalla, Legislative Director of the IPCPR. “It’s the other part of the legislation that bothers us – no smoking outside of buildings – even though it contains no enforcement provisions.”

McCalla pointed out that the vast majority of premium cigar and pipe smokers are courteous and mindful of people around them when they are smoking. However, he said, legislated smoking bans of any kind are anathema to the group and its individual members.

“Anyone who says there are no safe levels of secondhand smoke, including that which is found outdoors, is totally misinformed. In fact, the Occupational Safety and Health Administration has set safe standards for secondhand smoke. Those OSHA standards are 25,000 times higher than air quality levels found in restaurants and bars. So, whatever wisps of smoke may occasionally waft into a building cannot possibly be unsafe, according to OSHA,” McCalla said.

Referencing those people who cite the Surgeon General’s report regarding the alleged adverse health effects of secondhand smoke, McCalla said: “There is absolutely no evidence presented in the report that supports this claim. These misinformed people have been brainwashed by neo-prohibitionists and tobaccophobes into believing otherwise,” he said.

“If store owners don’t want smoking in their places of business, they have the right to declare their property smoke-free. And if these property owners don’t want people to smoke outside of their places of business, they have the right to ask people not to smoke there. We support that. But enacting legislation that gives the government authority over these individual property rights we do not support,” he said.

“Not only is it not justified from a medical standpoint, it is not a justified deprivation of our personal rights from a constitutional standpoint. Next thing you know, the government will be running our nation’s auto companies, financial institutions and the entire health industry – or trying to.”

CDC Report Highlights Increased Prevalence, Continued Delay in Identification as Critical Public Health Crisis affecting American Families

Bethesda, MD (Vocus) December 19, 2009

The U. S. Centers for Disease Control and Prevention (CDC) released their national autism prevalence report today, confirming that the prevalence of autism spectrum disorders in the United States is 1 percent of the population, or one in 110 of children 8 years of age in 2006.

The long-awaited report was conducted by the CDC’s Autism and Developmental Disabilities Monitoring Network in 11 sites in 2006 and tracks prevalence in children 8 years of age. The Autism and Developmental Disabilities Monitoring (ADDM) Network is a group of programs funded by CDC to determine the number of people with autism spectrum disorders (ASDs) in the United States. The ADDM sites all collect data using the same surveillance methods, which are modeled after CDC’s Metropolitan Atlanta Developmental Disabilities Surveillance Program (MADDSP).

“This report confirms what we at the Autism Society have been saying for years about the prevalence of autism in America and the critical importance of early identification and interventions. For the first time, we are hearing our government acknowledge the real increase in autism and validating the impact this condition has on individuals, families and their communities,” said Lee Grossman, Autism Society President and CEO. “The question still remains: How bad does it have to get before families receive appropriate lifespan services?”

This report presents a number of other important details, including:
 The study suggests that while better diagnosis accounts for some of the prevalence, a true increase cannot be ruled out. The report also underscores that “efforts are needed to understand how complex genetic and environmental factors interact to result in symptoms which make up the autism spectrum.”  The report again highlights that delays in identification still persist. Children in 2006 were being diagnosed only five months earlier on average than those in 2002, thus still missing the critical years of early intervention. (In 2002, children were diagnosed at an average age of 53 – 66 months, and in 2006, the average age was 50 – 60 months.) The report laudably notes that the continued lag in identification needs to be addressed as a public health concern so that this nation “can ensure that children in the U. S. receive optimal early intervention services.”  Increases in prevalence among minority population were significant, with a 91 percent increase in Hispanic children (with 144 percent increase in Arizona contributing to this) and 41 percent in black non-Hispanic. There was a 55 percent increase in White non-Hispanic.  Prevalence in boys was found to be 4.5 times higher in males than females. The report states one in 70 boys and one in 315 females have autism.  This study gathered data on prevalence and cognitive impairment, showing a 90 percent increase in children with borderline intellectual functioning and a 72 percent increase among children with average to above average intelligence. As intelligence testing is unstable in the autism community, further analysis needs to be done to understand this change.  Overall prevalence was lower among the sites with access to health evaluations alone, so sites that did not include educational evaluations likely underestimated ASD prevalence for that site. The lack of educational data would have impacted the cognitive functioning analysis as well.

It is important to note the ADDM study does not cover adult prevalence or those children who receive diagnoses later than 8, which can be common in the Asperger’s community, where the average age of diagnosis is 11 years old.

The ADDM report, which was conducted in the states of Alabama, Arizona, Colorado, Florida, Georgia, Maryland, Missouri, North Carolina, Pennsylvania, South Carolina and Wisconsin, is consistent with the Department of Health and Human Services National Survey of Children’s Health, published last October.

The increasing numbers have long-term economic costs to the country, as autism is a chronic medical condition affecting people across the lifespan. The Autism Society calls on the U. S. government to address the pressing need for community-based services to ensure a better quality of life for people with autism and their families and to increase funding for research into what factors put people at risk and treatments that will mitigate the severest medical symptoms affecting people with this chronic medical condition.

With Congress and the White House not inclined to take on immigration reform this year, a growing number of states may attempt to duplicate Arizona's controversial new immigration law.

"Although the once volcanic immigration debate had cooled slightly while Congress tackled the massive economic stimulus and health care campaigns, tensions have been slowly re-building for months" reports State Net Capitol Journal's Rich Ehisen. "Almost as soon as the health care bill was done, immigration reform advocates began pressing [President] Obama and Congress to take action sooner rather than later."

But while Obama had vowed to tackle immigration reform during his election campaign, once the health bill passed he and Congressional leaders turned their sights toward financial reforms for Wall Street. The president has since said immigration reform is off his agenda for this year.

In light of Obama's declaration, lawmakers in a handful of states have already stated their intent to introduce similar bills, potentially allowing immigration to overtake the economy as the main issue of this fall's elections.

I have just returned from a thought-provoking and somewhat disturbing business trip to Jakarta.

This past Monday morning began with plans to visit many shops that cater to the restaurant trade and we were relieved when we were informed that the first company on our list was only a few kilometers from our hotel.

Our first thought was that perhaps we would not have to endure the normal disastrous Jakarta traffic.

We arrived in a very popular residential area of Jakarta called Mentang.

It was obvious that this area catered to expatriates as the restaurants were upscale and focused on western foods. The area was home to at least four major art galleries specializing in expensive high quality works.

Driving out of this residential area was a major nightmare with traffic roadblocks everywhere, and depressing views of garbage dumps.

My first thought why would anyone choose to deal with this daily chaos and air pollution?

ItÂ’s estimated that there are around 15,000 expatriates living in Jakarta--down substantially from the 50,000 to 60,000 expatriates of the Suharto era.

I wondered if heads of expatriateÂ’s households living in these conditions were really giving sufficient thought to the heath, welfare, and safety of their loved ones.

Surely, I thought, many would like to move to a cleaner, less hectic, safer location.

I appreciate that the Expats are in the capital for financial reasons and they do have a westernized life-style.

They do not want to make a change for the better because of the fear of the unknown and the fear of change itself.

But sometimes in life we need a chaotic event to force us to move from our comfort zone to a higher quality life style.

The recent Jakarta bombings have already led to many families leaving for safer places such as Bali.

The bottom line, for me, as a Bali resident was that I wished

That I had simply stayed in Bali and dealt with our shopping over the Internet.

The next morning I was back in Bali and reflecting on my Jakarta trip. 

As I enjoyed my traditional power walk on another crystal clear morning in Sanur, with visibility of 40 km, I thought about developing a marketing program which would be designed to attract expatriates living in the capital to purchase second or full - time homes in Bali.

The fact is that in this modern age it is possible for a Jakarta expatriate businessman or business women to locate their families in Bali full time, or at least part time.

One of our clients is doing just this.

Each Friday afternoon, instead of going home, he simply hops on an airplane at $35 and only 90 minutes later his driver is picking him up in Bali.

Another fifteen minutes he is at home with his wife and children having dinner at around 6.30 pm which would be the normal time he arrives home in Jakarta after a hour and one half drive in frustrating traffic. 

The flight to Bali equates with his nightly nightmare on the road home. Instead of breathing the noxious fumes of Jakarta traffic he can be sitting back with a cool drink in the jet, perhaps meeting new business contacts on the way.

The books, which signify a notable departure from the prevailing worldwide perception of Reiki, are based on teachings of Reiki Masters in Japan who learned directly from Dr. Mikao Usui (the founder of what has come to be called Reiki), and are the work of Don Beckett, a Reiki Master in Hilo, Hawai'i.

According to Mr. Beckett (who has been practicing Reiki since 1991 and initiating others into Reiki since 1999), these 3 new books present a very different picture of Reiki than what has previously been taught throughout the world (via Chujiro Hayashi and Hawayo Takata and the students in their lineage).

Chujiro Hayashi was a Christian, and his student Hawayo Takata (herself a minister in a Spiritualist church) taught -- contrary to the facts -- that Mikao Usui had been a Christian, and that Usui had been searching for the healing method of Jesus, when Reiki was revealed to him!

Hayashi was also a medical doctor, thus inclined to focus his attention on Reiki primarily as a treatment for healing disease in others (whereas Usui's "method to achieve personal perfection" was about the healing and spiritual awakening of oneself).

Hawayo Takata was one of Dr. Hayashi's patients, who came to him gravely ill. After recovering her health, she learned Reiki from Hayashi, and devoted the rest of her life to helping others with Reiki. For 3 decades following World War II, Hawayo Takata seems to have been the only Reiki Master outside Japan (she was an American citizen living in Hawai'i). From the mid-1970s to 1980 -- the last years of her life -- she initiated 22 Reiki Masters. Through them and their students, the Takata version of Reiki spread (and continues to spread) all over the world. Thus, Hawayo Takata single-handedly defined Reiki throughout the world at large.

Then, in the summer of 2000, an English Reiki Master named Chris Marsh (also a student of martial arts and the Japanese language, and a Tendai Buddhist), while in Japan, was introduced to a 106-year-old Buddhist nun who had been a student of Mikao Usui in the 1920s (she was also a niece of Usui's wife!). She revealed to Chris that she was not happy with what had been presented to the world as Reiki, and she intended to teach him what she had learned from Usui himself.

Back in England in the following months, Chris began sharing his new Reiki knowledge with another Reiki Master, Andrew Bowling.

The following year, in Japan again, Chris was introduced to 11 more of Usui's students (ranging in age from 96 to 111). Since that time, in addition to Andrew Bowling, Chris has shared the Japanese teachings with another English Reiki Master, Taggart King, who has been Mr. Beckett's primary source of these original teachings.

Beckett said it was only through a series of fortunate events that he was in a position to write these books. "Following my own Master-level initiation in 1999, by Deb Frank at Niagara Falls," he said, "I was given the opportunity to attend the first Usui Reiki Ryoho International workshop, in Vancouver B. C., organized by Rick Rivard and Tom Rigler and Andrew Bowling. That was the first appearance, outside Japan, of Hiroshi Doi-Sensei, a member of the Usui Reiki Society in Tokyo. It was a great opportunity to learn the Society's version of the history of Reiki."

It was also the first presentation, outside Japan, of a Reiki empowerment procedure called Reiju; the empowerment procedure said to have been used by Mikao Usui (though the Reiju taught by Mr. Doi at the workshop was a modified version).

The very next month, Beckett attended a workshop presented by Frank Arjava Petter (author of "Reiki Fire" and "The Original Reiki Handbook of Dr. Mikao Usui", and co-author of "The Spirit of Reiki") and Chetna Kobayashi. Then, in 2001, he was contacted, "out of the blue," by English Reiki Master Taggart King, who offered to share his own newly acquired Reiki knowledge (including the Usui Reiju procedure), received via Chris Marsh and the group of Japanese Masters who had learned from Usui himself.

Beckett began putting together the various threads of information he had received -- from Doi, Rivard, Rigler, Bowling, Petter and Kobayashi, and Taggart King -- incorporating it all into his own Reiki practice, and rewriting the training manuals he gave to his students.

Then, in the fall of 2002, one of those students, Oxana Alekseeva in Moscow, notified him that she had shown his training manuals to a Russian publisher, who was interested in publishing them in book form. "If not for Oxana, I doubt that the idea of turning my manuals into a book would ever have occurred to me," said Beckett. But, with her encouragement, he began a period of intense research, meditation, and contemplation -- rewriting his manuals again, then shaping them into a volume of 3 books, designed to be suitable both for Reiki students (at any level) and for anyone interested in Reiki but not yet initiated.

"This was just after I had started living in Hawai'i," Beckett said. "I had gone to Kaua'i -- the island where Hawayo Takata was born, where she had lived for years and had practiced Reiki! There I was introduced to the spirit of aloha by a woman named Donna Lee, who provided me with a perfect sanctuary, a place to live and write these books.

"For a few months, I did almost nothing but sit in my room, writing and meditating and doing Reiki, day and night. The energy of that island (which corresponds to the 6th chakra in the human body) is very inwardly-directed; it was the perfect place for doing this -- and, thanks to financial help from my mother, I was able to do it."

Another element, crucial to his understanding of Reiki history -- and particularly the origins and meanings of the Reiki symbols -- was the knowledge gained through correspondence with Dave King, a Reiki Master in Canada. Dave (no relation to Taggart King), like Chris Marsh, had spent much time in Japan, and had learned from students who were taught by Mikao Usui -- though what they had learned was very different than what Chris Marsh was learning from the other group of Usui's students, and did not involve Reiju or any sort of energetic empowerment.

The information from Dave King became the final strand in the tapestry, completing Beckett's composite view of Usui Reiki. After the first draft of his work was finished, Beckett moved from Kaua'i to the Big Island of Hawai'i, where he soon was drawn to the town of Hilo and felt immediately at home.

Here he put the finishing touches on the e-book version of his "Exploration of Usui Reiki and Beyond" -- and then discovered that Hawayo Takata had lived and practiced Reiki here, as well as on Kaua'i, and that, after her passing, her ashes were interred at a Buddhist temple in downtown Hilo (from which they have since been moved).

Workplace Violence Research Study Released!

A two year workplace violence research study by Northeastern University has been released. This research measures community responses of both workers and supervisors in Wakefield, MA in the aftermath of a December 2000 workplace violence incident claiming seven lives.

Doherty Partners LLC president Stephen Doherty, the retired Chief of the Wakefield (MA) Police Department announced the release of a major workplace violence research study.

This community based research was in response to the December 26, 2000 workplace shootings of seven employees at Edgewater Technology in Wakefield, MA. The research was funded by the Massachusetts Executive Office of Public Safety. It is believed to be the first post critical workplace violence incident research in the United States.

The two year study conducted by Northeastern UniversityÂ’s College of Criminal Justice under the direction of noted criminologist and Dean, Dr. Jack Greene sought to supply information regarding the nature and scope of workplace violence in Wakefield as well as information and ideas on what police strategies could be used to prevent and reduce the likelihood of workplace violence from occurring.

Both employees and supervisors from manufacturing, construction, retail, personal services, health, social services, government, and hi tech workplaces responded to the randomized anonymous survey. Examined as well were differences in perceptions and response by industry, gender and managers versus employees.

Some major findings of the research were;

• Females appear to have a lower threshold for violence in the workplace. They also seem to be more in touch with the role that domestic violence plays in the workplace.

• Individuals can become both desensitized as well as more sensitive to certain behaviors depending on their work environment.

• There is no clear consensus on what acts and behaviors constitute workplace violence.

• There is a difference in how managers and employees view the problem of workplace violence even though they are victimized at the same rate.

• Women were more likely than males to perceive that receiving threats of workplace violence was likely. Eighty percent of females as compared to 56.5 percent of males believe that they are likely to receive any type of threat.

World Wildlife Fund issued the following statement today from Lou Leonard, WWF's director of climate policy, following introduction of the Clean Energy Jobs and American Power Act by Senators John Kerry and Barbara Boxer:

"We commend Senators Kerry and Boxer for their leadership in starting the process for approval of a strong climate and energy bill in the Senate this year. The introduction of this important bill builds on the momentum created by House passage of the American Clean Energy Security Act in June. Senate passage this year of a comprehensive climate and energy bill is crucial to our economic recovery and our national security; it is also vital to ensuring American leadership towards a new global partnership to fight climate change this December in Copenhagen.

"The urgency of climate legislation cannot be overstated. In every region of the US and every corner of the planet, we are seeing the impacts of climate change. And they are coming sooner and hitting harder than scientists predicted just a few short years ago. The longer we wait to solve this crisis, the more expensive it will be. As President Obama said last week in New York 'our prosperity, our health, our safety are in jeopardy.'

"In December, world governments will meet in Copenhagen to negotiate a global partnership to respond to this global crisis. At that time, President Obama will need clear direction from the Senate. Simply put, Senate passage this year will be critical to success in Copenhagen.

"The Bill demonstrates Kerry's and Boxer's attempt to reach a compromise that will win necessary Senate support. Although we understand the political challenges, our climate does not. We are encouraged by the improvement of the Bill's 2020 emissions target over the version that passed the House, but this target remains too weak and compromised by too many offsets. Reductions equivalent to at least 25% below 1990 levels by 2020 are needed to contribute to a global solution that has a chance to avoid the worst impacts of climate change on our farms, water supplies and communities. The Bill should be strengthened as it moves forward. 

"But it is imperative that we get started. This Bill is the latest chapter in a long, bipartisan conversation in the Senate about reducing dangerous carbon pollution, beginning with the introduction of the McCain-Lieberman bill in 2005 and continuing through full Senate consideration of Lieberman-Warner just last year. We look forward to working with Senators Kerry, Boxer and all interested members to bring this long debate to a close. Time is running out; this Senate action comes not a moment too soon."

Expanding Access to Primary Healthcare – $2,500 Support for the inaugural 'Women in Medicine for the Atlanta Women's Foundation' event on April 15, 2003 to raise support for programs dealing with cancer-related issues specific to women and girls in Georgia.

Community HealthCare Center, Inc.

Strengthening Nonprofit Health Organizations – $85,000 General operating support for critical staffing, strategic planning and staff development important to serve the medically underserved in the city of Savannah and Chatham County.

Council on Social Work Education, Inc.

Expanding Access to Primary Healthcare – $10,000 Support for the first National Gerontological Social Work Conference to be held in Atlanta February 27 - March 2, 2003.

Emory University (School of Medicine)

Addressing Health Disparities – $385,000 Support to provide interpregnancy care and social supports to underserved women at-risk of poor pregnancy outcomes in Fulton and DeKalb Counties.

Emory University (Woodruff Health Sciences Center)

Expanding Access to Primary Healthcare – $105,000 Support for the development and production of a comprehensive inventory of key health indicators in Georgia.

Georgia Campaign for Adolescent Pregnancy Prevention, Inc.

Expanding Access to Primary Healthcare – $85,000 Support for Enlace (Spanish for 'link'), a pilot community initiative to improve the access and availability of mental health services to Latino adolescents and their families in Gainesville.

Georgia Public Telecommunications Commission

Expanding Access to Primary Healthcare – $5,824 Support for the 'Lifeline to Health' show, featuring interactive call-in segments, health/fitness news and feature stories on health to promote the health of Georgians.

Kennesaw State University Foundation, Inc.

Addressing Health Disparities – $200,000 Support to develop, implement and evaluate a Latino-Hispanic Diabetes project in Cobb County.

Medbank Foundation, Inc.

Strengthening Nonprofit Health Organizations – $179,100 General operating support to strengthen its capacity to provide free or donated prescription medications to low-income residents of Chatham and Effingham Counties with chronic health conditions.

National Foundation for the Centers for Disease Control & Prevention, Inc.

Addressing Health Disparities – $ 9,660 Support for Georgia’s public health leaders’ participation in 'The Public’s Health and the Law in the 21st Century: Second Annual Partnership Conference on Public Health Law' to be held June 16-18, 2003 in Atlanta, Georgia.

Morehouse School of Medicine, Inc.

Addressing Health Disparities – $3,000 Support for the Presidential Inaugural Symposium on Health Disparities April 11, 2003, with sessions on determinants, quality of care and access.

Northwest Georgia Healthcare Partnership, Inc.

Strengthening Nonprofit Health Organizations – $125,000 General operating support for key organizational improvements and bridge funding for its Volunteers in Medicine Program providing medical, dental and pharmaceutical care to the medically underserved in Whitfield and Murray Counties.

Saint Joseph's Mercy Care Services, Inc.

Strengthening Nonprofit Health Organizations – $100,000 Support to implement a database analysis research project for improved healthcare and support services to the homeless in metropolitan Atlanta.
