BCBSNC waives copayments for generic prescriptions from Jan 1 - June 30, 2009; BCBSNC's 2008 "Medication Dedication" program has helped customers stick with their medicines and save a total of $13 million on out-of-pocket costs; The 2009 generic copay waiver program applies to about 1 million BCBSNC customers

Blue Cross and Blue Shield of North Carolina (http://www. bcbsnc. com) is helping customers save money and stay healthy during tough economic times by making generic prescriptions free to eligible customers from January 1 through June 30, 2009.

The generic copay waiver program supplements BCBSNC's Medication Dedication program, launched in January 2008 which waives copays for generics for selected chronic conditions. Thus far, Medication Dedication has saved customers more than $13 million in out-of-pocket expenses.

"We don't want folks to have to choose between paying for prescriptions and paying their bills," says Ron Smith, PharmD, BCBSNC vice president of employer health and corporate pharmacy. "We're facing tough times with this recession. To help our customers with costs and help them stick with their prescription regimens, we're reviving our generic copay waiver program. Based on data, we know these programs help people improve their health and control costs."

The 2009 generic copay waiver program applies to about 1 million BCBSNC (http://www. bcbsnc. com) customers, including:
Blue Advantage customers (once they meet their annual prescription deductible, if applicable). Medicare Supplement customers who have prescription coverage on their policies (once they meet their annual prescription deductible, if applicable). Many customers who receive coverage with Blue Cross and Blue Shield of North Carolina from their employers. Members of self-funded employer groups are eligible only if their employer group has pharmacy benefits through BCBSNC and has chosen to participate in the program. The savings for an individual who takes advantage of the generic copay waiver could be significant for the first half of 2009. For example, if a BCBSNC customer takes three brand name medications per month with a copay of $30 each, that person spends $90. If that customer can shift to generic medication, she would save $540 from January through June 2009.

To take advantage of the program, eligible BCBSNC members who are prescribed a covered generic drug simply take the prescription along with their BCBSNC ID card to a participating pharmacy. Pharmacies will automatically apply the copay waiver to eligible members filling generic prescriptions (http://www. bcbsnc. com). Drugs used for cosmetic purposes and medications that are also available over-the-counter are not covered by this program.

In 2004, BCBSNC launched a generic copay waiver program and saw an immediate increase in generic prescription usage. This is important because generic drugs are equivalent to corresponding brand name drugs in active ingredients, dosage, strength, safety and performance, but they cost a fraction of their brand name counterparts. Since prescription drug costs are a key driver of rising medical costs, the long-term increased use of generics also impacts future premiums for the benefit of our customers.

With or without the copay waiver, generic medications cost less out-of-pocket than brand-name medications. Generic copay waiver programs increase those savings and highlight the benefits of generic medications (http://www. bcbsnc. com).

Since 2004, BCBSNC has waived copayments for generics on three additional occasions, each time helping customers to save out-of-pocket prescription costs by moving from brand-name prescription drugs to generics. During a generic copay waiver period in 2006, BCBSNC customers saved more than $50 million in out-of-pocket prescription costs. Utilization of generic drugs rose from 51 to 58 percent during 2006, and has increased to more than 66 percent in 2008, through the use of continued generic promotional efforts, such as the Medication Dedication program.

In January 2008, BCBSNC launched its Medication Dedication program, which helps encourage BCBSNC members with congestive heart failure, high blood pressure, high cholesterol and diabetes - all conditions that require regular medication - to stay on their medications. The Medication Dedication program waives copays for certain generic medications that treat these four targeted conditions and will run through 2009. To date, results from the Medication Dedication program include the following:
BCBSNC customers have saved more than $13 million in out-of-pocket prescription drug costs in 2008 through the Medication Dedication program. Approximately 12 percent of members who used brand-name medications prior to the program have switched to generics (http://www. bcbsnc. com). BCBSNC data shows a 10 percent increase in members filling their initial prescription as a generic medication. BCBSNC customers eligible for the Medication Dedication program are filling prescriptions sooner following their initial diagnosis and filling them more often than they were prior to the program's implementation. Other Medication Dedication initiatives include launching outbound medication reminder calls to members about the importance of taking their medication and launching adherence messages to providers via electronic prescribing devices. Additional Medication Dedication initiatives will launch in 2009.

Evening gown – To start off each portion, we are asking the vendor to come out in their best ‘outfit’ – corporate overview, history, specific identity, financial viability, marquee clients, leadership team, etc. This will be the grand entrance.

Swimsuit – Here the vendors will show some skin in this portion – usability, configurability, etc.

Talent – This portion will cover functionality, technology/integration, global ability, etc.

Interview – This will be the Q & A section from the audience.

At the end of each Beauty Pageant, the audience votes to determine who walks away with the crown and industry bragging rights.

Under the terms of the agreement, Therapure will formulate and fill nimotuzumab into sterile vials in their aseptic GMP certified and Health Canada licensed fill suite in Mississauga, Canada. The facility is built to FDA, EMEA, MHRA and Health Canada standards. The final product will be utilized by YM BioSciences and its licensees, Daiichi Sankyo in Japan, Kuhnil in South Korea, and Oncoscience AG in Europe for all activities and by Innogene Kalbiotech, YM’s licensee in Southeast Asia, for global clinical trials.

Nimotuzumab is a humanized monoclonal antibody that targets and binds to the epidermal growth factor receptor (EGFR), the well-validated oncology target. Nimotuzumab is currently being evaluated in 32 clinical studies worldwide in numerous indications, including multiple stages of non-small cell lung cancer, pediatric and adult glioma, esophageal cancer, pancreatic cancer, gastric cancer and head & neck cancer. Three Phase III trials and eight Phase II trials of those 32 are being conducted between YM and its four licensees. Nimotuzumab has been approved for marketing in 23 countries including Argentina, Brazil, China, India, Indonesia and, most recently, Mexico. In 2009, worldwide revenues for EGFR-targeting monoclonal antibodies are expected to approximate $2 billion.

Exercise is an important way to delay or prevent the onset of type 2 diabetes as well as to improve the health of people with diabetes. A recent Joslin Diabetes Center study showed that obese adults who lost just seven percent of their weight – or 16 pounds in a 220-pound, 5'5" tall woman – and did moderate-intensity physical exercise for six months such as the exercises on the Keep Moving! video, improved their major blood vessel function by approximately 80 percent, regardless of whether or not they had type 2 diabetes.

The standing version involves a higher level of aerobic activity, but is still relatively “low impact.”

Each workout segment is set to music and led by Joslin Clinical Exercise Physiologist Catherine Jarema, M. S., R. C.E. P., C. D.E. Richard A. Jackson, M. D., a senior physician at Joslin Diabetes Center and head of its federally funded "On the Road" program, also provides useful information regarding the correct methods for performing exercises. Options: A Benefits Training Foundation (Options) today announced it has been awarded a grant by the Office of Minority Health to deliver a three-year health and income benefits training program for community-based organizations working with the HIV/AIDS populations in Arizona, Hawaii, Louisiana, New Mexico, and Southern California. By the end of the program in August 2007, 112 service providers in community-based organizations and 40 individuals will have developed basic, advanced, and “train the trainer” levels of information and skills spanning both public and private benefits. As each service provider works with about 50 clients, this program will positively impact the lives of many thousands of disabled individuals.

Although according to the 2000 Census African Americans make up 12.3% of the U. S. population, they have accounted for 39% of the more than 886,000 estimated AIDS cases diagnosed since the beginning of the epidemic – almost 350,000 cases. Hispanics and Latinos represented 13% of the U. S. population (including residents of Puerto Rico), but they accounted for 19% of the total number of new U. S. AIDS cases. The objective of the Public Health Service’s “Healthy People 2010” initiative is to eliminate these disparities in minority health care and health coverage nationwide. This three-year program will be run by Options, one of the leading providers of health and welfare benefits training programs in the U. S., and will directly support organizations that serve minorities in the HIV/AIDS community. The program will enable these organizations to offer increased patient knowledge on how to best access care; to support increased outreach efforts; and to provide direct education to individuals with HIV/AIDS.

Since training on health and income benefits planning services is not included in social work degree programs, very few benefits counselors, social workers, or other service providers understand the full range of public and private benefits available to individuals living with HIV/AIDS. The people they serve are at risk of extreme financial hardship that could be prevented through comprehensive benefits counseling. Access to all the coverage available to them can make a crucial difference in their condition.

“This program will help service providers better understand the full range of public and private benefits available to their clients at all stages of disability, from those newly diagnosed with HIV/AIDS to those working with HIV/AIDS or starting or returning to work,” .said Daniel Fortuño, Executive Director of Options. “An additional benefit of the program is that it will provide up-to-date training to service providers on the new Medicare program – in particular the new Part D Prescription Benefits that will take effect at the beginning of 2006.”

The program consists of a three-day training for service providers, a one evening training for individual clients, and continuing education through quarterly conference calls to ensure service providers receive ongoing support as they put the information learned at the training into practice. The first training will take place in Houma, Louisiana on June 1–3, followed by Gallup, New Mexico on June 20-22, Los Angeles, California on June 27-29, and Volcano, Hawaii on July 28-29.
