JK Harris Directors are pleased with changes the IRS has made to its Allowable Living Expense Standards.

The IRS recently changed its Allowable Living Expense Standards, and JK Harris and Company Directors are pleased with the improvements, especially regarding the transportation and health care standards. These IRS standards are used to determine a taxpayer's ability to pay a delinquent tax debt.

"The change to the transportation expenses is awesome," said Chris DuBeau, Director of the Support Division for JK Harris, the nation's largest tax resolution firm.

The change gives equal value of ownership costs for first and second cars, as well as adding an allowance for public transportation. The allowance for the no car standard was removed.

"A big key is if you own a car and drive it, but for some reason you also use public transportation, you can claim expenses for all three," said Kelly Scott, Director of Training and Customer Service.

As for health care, the IRS added a new category for out-of-pocket health care expenses. Taxpayers under the age of 65 can add $54 dollars of out-of-pocket expenses, while those 65 and older can add $144.

"The nice thing is this is in addition to what they are paying for health insurance and medical bills," said Scott.

Other standards that have been changed include:
The elimination of income ranges for national standards for food, clothing and other items.

A nationwide set of tables for national standard expenses, eliminating separate tables for Alaska and Hawaii.

An expanded number of household categories for housing and utilities.

An allowance for cell phone costs in housing and utilities.

Fewer Metropolitan Statistical Areas for vehicle operating costs.

"We're glad they're making it a little more user friendly," Scott said. "The figures are still a little bit low, but they are moving in the right direction."

The changes went into effect on October 1. The previous standards had been in place since February 1, 2006.

Graduate students from Alliant International University; Biola University, Rosemead School of Psychology; Gevirtz Graduate School of Education at the University of California, Santa Barbara; University of La Verne; and the Pepperdine University Graduate School of Education and Psychology will lead panel presentations at the inaugural Multicultural Research and Training Lab conference entitled, Building a Multiculturally Competent Professional Community, on Saturday, October 14, 2006, at the Pepperdine University West Los Angeles Graduate Campus.

Created to develop the professional side of the student/clinician, this student-lead conference has four main goals. The first goal is to provide students an opportunity to be engaged in the presentation of their scholarly work; second, to share knowledge and receive critical feedback as a venue for refining one's scholarship; third, to create a space for networking with others in the profession or who are in training to enter the profession regarding cultural issues; and fourth, to create collaboration among students from psychology departments at universities in the greater Los Angeles area.

The overarching theme of the conference is on the development of multicultural competence related to clinical practice. To that end, the panel presentations, along with the keynote given by Celia J. Falicov, Ph. D., will share ideas that aid clinicians in becoming competent in the area of understanding the layers and complexity each person brings to the clinical experience and how one's background affects how one might view others.

The Wheaton North High School Jazz Bands along with other District 200 jazz ensembles will provide live music for the inaugural swing dance festivities. The event includes pre-event swing dance lessons to enhance the enjoyment of the participants.

Live music will be provided by four of School District 200’s excellent jazz ensembles for the First Annual Spring Swing Dance Fundraiser. This event will provide much needed funding for the band music programs at Wheaton North High School. The dance will be held on the campus of Wheaton North High School at the beautiful and spacious commons area. The musicians performing at the event have a track record of excellence in state competition and local invitational events such as Fitzgerald’s Jazz Night Club in Berwyn, IL. Also performing at the dance will be jazz ensembles from Franklin and Monroe Middle Schools which feed into the bands program at Wheaton North High School. The event is open to adults and young adults 12 years and up.

In addition to the dance itself, swing dance lessons will be provided prior to the event to enhance the experience for the participants. Rich and Lolley Nickel will lead the instruction. They are experienced and passionate teachers that have been instructing dance in the Wheaton area through park district classes and local health club classes for years. The dance lessons will begin 45 minutes before the event at 5:15 in the commons.

The theme for the evening is “Music That Memories Are Made Of” and tunes from an earlier generation will help to bring alive the nostalgia of the past.

Times: Swing Dance Lessons 5:15-6:00pm; Main Event: 6:00-9:00pm. Admission is $10 for adults and $8 for seniors/students. (Guest pass required for non-District 200 students). This is a semi-formal event, therefore proper attire is required. In a statement published today, the Skukuza Freshwater Group, made up of experts from leading conservation organizations, advocated urgent action and approaches to water management in order to meet the needs of the world's poorest people and combat the alarming decline of freshwater species.

The Skukuza Statement: Keeping Our Rivers, Lakes and Freshwater Wetlands alive -- a Call for Action, states that the diversity of freshwater species is declining more rapidly than those in terrestrial or marine environments. The group stated that many freshwater ecosystems have been "substantially failed" by the weaknesses in design and management of many networks of parks and protected areas because they are focused primarily on terrestrial conservation and ignore the parts of freshwater systems that lie outside park borders. Furthermore, the interconnectivity of rivers means that negative changes in one part of the catchment can influence the rest of the system and the people depending on them.

"Healthy freshwater species and the water needs of people are inextricably linked and the future of both is at stake. More than 3 billion people collectively lack adequate drinking water or sanitation services and freshwater life has declined 50 percent since the 1970's," said Carmen Revenga, senior freshwater scientist at The Nature Conservancy. "It is imperative that we find ways globally to manage water for people and nature and address threats to ensure that these valuable resources are protected now and for future generations."

In order to restore freshwater ecosystems for people and for nature, the Skukuza Group recommends:
 New guidance to help protected area managers better target freshwater areas in parks and protected areas as well as participate in management decisions of rivers outside park borders.  An integrated approach to managing water that balances protection of key species and habitats with the conservation of ecosystem functions that deliver services to people, particularly those whose livelihoods depend upon freshwater ecosystems.  Developing criteria to help governments protect the world's declining number of free-flowing rivers, i. e. those free from dams and significant levels of water extraction, as important assets in the protection of global biodiversity.

"Ecological processes have very tangible impacts that can make or break a river system. Stemming freshwater decline entails managing demand and water allocation for uses from agriculture to industrial and urban use, protecting rivers and wetlands that support aquatic species, and reducing land-based pressures such as pollution and deforestation," said Harry Biggs, of SANParks Programme for Adaptive Biodiversity Outcomes.

The Skukuza Freshwater Group is made up of freshwater biologists and other experts from South African National Parks (SANParks), the Council for Scientific and Industrial Research (CSIR), The Nature Conservancy (TNC), Worldwide Fund for Nature (WWF) and various independent academics from Australia, the United States and South Africa. It is named after a symposium held in October 2006 in Skukuza, Kruger National Park, South Africa, to discuss the potential for improved protection of freshwater ecosystems.

A new set of rules have been signed into law which will restrict some of the more predatory practices of credit card issuers starting mid-2010. Under these rules, credit card issuers will no longer be able to raise interest rates on existing credit card balances without justification. Cardholders will need to be 60 days behind on a payment before issuers can increase rates on exiting balances, and even then, credit card issuers will be required to restore previous rates if a cardholder pays the minimum payment on time for six months.

There's a lot of hype surrounding the plastic surgery industry these days and sometimes it's impossible to tell who's having what, when they're having it, and more importantly, why they are having it. In Colorado, a state that thrives on its abundance of outdoor activities and its ode to all things 'natural,' are more people going under the knife than we think? According to a new survey conducted by Gregory Buford, MD, they are…and they're not ashamed to admit it.

Dr. Buford, a board certified plastic surgeon practicing in the Denver area, surveyed 100 patients to find out how, when and why they elected to undergo aesthetic treatments and procedures.

Among the most significant findings were that 46 percent of respondents had their first procedure surprisingly young - between the ages of 25-29. The most popular procedures elected by these respondents were breast augmentation at 38 percent and fillers and injectables such as Botox or Restylane at 22 percent. And these individuals were not after an unnatural, or even younger look. Nearly 34 percent admitted to wanting their bodies to simply look more proportionate. However, while most (80 percent) said that to themselves their look was "much better" post surgery, only 59 percent said that they looked better to others. This proves an important point - successful plastic surgery does not have to be dramatic (think Michael Jackson, Joan Rivers) and is oftentimes better when it is a minor change only noticeable to the patient.

More surprisingly however, is that cosmetic enhancement may be addictive - 100 percent of respondents had an additional procedure or treatment done after the first. Plastic surgery, it seems, is a repeat business in Colorado.

Is plastic surgery addictive?
The survey revealed that many patients who come in for seemingly simple, routine treatments like medical skin care or scar correction, end up going under the knife. Not surprisingly, then, is that more than 86 percent say they would have cosmetic surgery performed again and over 90 percent would recommend it to friends and family.

"I had chemical peels that lead to laser hair removal, then to collagen injection in my lips. I admit that I get more and more curious as I experience more procedures. Plus, my fear decreases and I become more comfortable with the idea," one respondent commented.

"I came in for treatment to my eye after a fall and decided to have a tummy tuck, liposuction, and eye lift," another said.

"As you learn what is available by visiting with the surgeon you get more interested," yet another respondent concurred.

Does it improve your sex life?
Most (58 percent) respondents feel more comfortable in the nude since having cosmetic surgery. In turn, it has improved their sex lives, with 46 percent saying that bedroom action is better to dramatically better. Another 40 percent admit to initiating sex more often and 38 percent find themselves less sexually inhibited.

Do you keep your procedure a secret?
Most respondents, 47 percent to be exact, are shouting their beauty secrets from the rooftops. In fact, only 6 percent keep it a secret while another 45 percent say the choice to divulge the details is purely circumstantial.

"I have great self-confidence so if I can help others, I have no problem owning my procedures," one respondent affirmed.

"In appropriate situations, I have no problem telling people about it. I am an overly honest person who is secure about what I did and why I did it. I am not ashamed of it in any capacity. I like talking to people who are considering it in order to make them feel more comfortable about the decision," agreed another.

Look Good, Feel Better
Not surprisingly, most patients said that electing cosmetic enhancement made them feel better about themselves, with 66 percent believing that it improved their self-esteem. Is it possible, then, that plastic surgery can create false expectations and be seen as a "quick fix" to mask other problems in a patient's life? According to Dr. Buford, it is.

"Many patients come to me wanting to fill some void in their loves. That's why it is important to do careful mental screenings before agreeing to perform a procedure. We ask our patients a series of questions and meet with them multiple times before we actually do surgery. Typically, we can detect this quite easily," he said.

Still, most patients, even those electing surgery for valid reasons, do report a significant increase in their self-esteem post recovery.

Is Colorado a Surgery-Friendly State?
Although cosmetic surgery is commonly accepted in cities like Miami, New York and Los Angeles, there is an overall perception that Coloradoans prefer to keep their beauty regimes more natural and that plastic surgery is a seemingly "taboo" subject in our state. According to the survey, 57 percent find it to be a perfectly acceptable topic and feel that most Coloradoans are fine with openly discussing what they have or will have done. Another 58 percent believe that many Coloradoans are having work done and simply keeping it a secret.

"Everyone in Colorado is trying to look younger and more fit, so of course plastic surgery plays into that. It is naïve to think that we are all completely natural, especially in Denver. People are having work done. They simply aren't talking about it like they do on the coasts," one respondent said.

"I think people in Colorado feel very judged when they have cosmetic procedures. Living in Arizona, I never felt that way. We openly discussed Botox and referred surgeons among friends or even mere acquaintances. Here, I would never divulge such information for fear of being criticized," another reports.

Even those we might never expect to be surgery proponents in Colorado seemingly, are.

"I am a Thai massage practitioner and a yoga and dance instructor. I am the LAST person that would have a breast augmentation. I used to think that people would think that I am vain, selfish, and am having the procedure for a man. Certainly NOT the case! I used to study gender and ethnic literature in graduate school, and I used to think that if I changed my body, that it HAD to be because I was doing it for a man. But after really thinking about my intentions, I realized that I've always wanted the procedure," said one of Dr. Buford's patients.

"And being natural and athletic is not mutually exclusive with plastic surgery. I practice yoga daily. I run every other day. And I teach dance every week. I give 3-4 massages every day. I eat organically and lead a healthy lifestyle, and I also had breast augmentation. I think it fits with my life and my values. My procedure gave me more confidence and a vitalized sense of self. I hope that more Coloradoans will open themselves to plastic surgery, realizing that it is empowering and that it compliments a natural, healthy lifestyle," she finished.

Pacific Way Foundation, a Vancouver BC based non-profit (pacificway. org) has released a comprehensive program designed to stimulate creativity, and unify believers. The program stimulates solving problems with timely practical solutions. It also raises awareness that a prophet has or will return soon to be amongst us. Our plan, inspired and guided by the Creator, saves us from several nasty future events, and eliminates the divisive and fear laden mess that various opinions foster against peace. Our program clearly makes the world a better place. Results range from socially oriented to highly beneficial for students to healthful, yet many solutions require their fulfillment in business.

The answers begin with a short course to discover and utilize our Source of creativity. The course is key to allowing us to hear the Creator, or speak with any genuine prophet or shaman in terms they understand. Applications of the course material show a spectrum of use ranging from solving or preempting crimes, health problems or occasions where creativity is needed.

Unifying believers begins by commemorating a well-known prophet who, unbeknownst to many, had a coin minted in India in his honor 1900 years ago. His 'return', although hidden from public view, is not without its effects. Reasons for being 'hidden' are obvious. It's partly because dogma, loved in bureaucratic minds as a means to control and regulate, lurks barely seen as it kills, oppresses or imprisons people and their God-given creativity. The politics of dogma unwittingly sets the stage for wars. (This war in Iraq was foreseen 2200 years ago in the Book of Enoch.)

Money from sales by participating non-profits, of a replica of the commemorative coin, will raise funds for Pacific Way's programs. That includes documentaries, funding incentive awards, increasing literacy by multimedia means without paper books, fostering democracy, and home ownership in every country for a significant increase of capitalization. It includes plans for a progressive food accumulation to precede a foreseen five year global drought. Plans to massively increase useable water and for a far faster means of transport exist too. With Foundation objectives of peace and reverence for life in mind, the plan includes replacing firearms with a non-lethal alternative.

How are our foreseen problems solved or resolved? Our dreams provide the answers. The Creator supplies them. We apply reasoning, our knowledge and action for useful results according to our abilities.

The pharmaceutical company Ferrer Internacional, the third Spanish pharma company and the Catalan biotech Oryzon Genomics announced today in Barcelona their agreement of technological collaboration to develop new products for early diagnosis and prognosis of colon cancer. The agreement will require an investment of almost one million euros just in the R&D phase and aims to improve the molecular tools for early diagnosis as well as for the prognosis of sporadic colorectal cancer.

CRC is a frequent cancer that affected in 2003 more than 300,000 people in Europe and the U. S.A. In spite of a very long tumour development period, lasting often for years, the mortality related to the disease is high. The lack of specificity and sensibility of the current diagnosis methods ( fecal blood tests) explain this situation. Other techniques with high diagnosis value such as colonoscopy cannot be extended for general screening due to associated risks and cost for the health public systems. As a result, the diagnosis is often done at advanced stages of the tumour development when the illness has a very poor prognosis compared to early stages.

The project, which will last for 2 years in its R+D stage, has the collaborative support of the Catalan Institute of Oncology and the College Hospital Vall d’Hebrón as well as of clinic specialists recognised internationally. It will imply the combined analysis by means of genomic and proteomic techniques of hundreds of tumour samples. The results of the analysis will be studied by a multidisciplinary team of up to 18 researchers from the four involved teams, targeting both the early diagnosis and the prognosis of the illness.
