United Nations Warns Against Psychiaric Labeling and Drugging with Harmful ADHD-Drugs

Health Canada and the FDA ordered warnings on ADHD-prescribed drugs.

In a landmark report, the United Nations Committee on the Rights of the Child, the world’s premier children’s rights body, has issued a strong warning against falsely labeling youth with the psychiatric diagnosis of “Attention Deficit Hyperactivity Disorder (ADHD)” and administering powerful ADHD-drugs.

In its Concluding Observations on reports by Australia, Finland and Denmark regarding their compliance to the U. N. Convention on the Rights of the Child, the Committee expressed concern that “[ADHD] and Attention Deficit Disorder (ADD) are being misdiagnosed and therefore psycho-stimulant drugs are being over prescribed, despite growing evidence of the harmful effects of these drugs.”

Jan Eastgate, international president of the psychiatric watchdog group, Citizens Commission on Human Rights, applauded the report. “The misdiagnosing and psychiatric drugging of children are violations of human rights and we commend the Committee for taking action,” she said.

The Committee urges that “other forms of management and treatment” be used to address difficult behavior in children.

With an estimated 17 million children prescribed mind-altering drugs, the United Nations is the latest in a series of government bodies to alert the public to the damage they can do to young people. Prompted by reports of harm -- including deaths -- attributed to the drugs, agencies have been reviewing clinical reports that confirm the side effects to include hallucinations, hostility, agitation, aggression, suicidal tendencies and violent behavior.

On September 29, Health Canada asked all the makers of drugs used for ADHD to submit data from all clinical trials and post-marketing reports by the end of 2005. The data will be examined following itÂ’s submission in the new year. The drugs that will be reviewed are Concerta, Adderall XR, Dexadrine, Ritalin and Attenade; drugs which are given to children for ADHD.

Also on September 29, the U. S. Food and Drug Administration ordered that “black box” warnings be placed on a commonly prescribed ADHD drug, after clinical trials linked the drug to suicidal thoughts and behavior. The FDA indicated that the new warning stems from an ongoing review of all ADHD drugs and their possible association with suicide. 

A day before the FDAÂ’s ruling, the British National Health ServiceÂ’s Institute for Health and Clinical Excellence (NICE) issued guidelines for doctors on non-psychiatric remedies for children, including regular sleep, exercise and nutrition. NICE issued the guidelines following a June 2003 British Medical advisory warning doctors that anti-depressants can pose suicidal risks for young people.

On August 19th, the Commission of the European Communities, representing 25 countries, issued the strongest warnings to date by any medical agency against child antidepressant use, based on findings by the European Medicines Agency. Clinical trials again confirmed that the drugs caused suicidal behavior as well as aggression and hostility in children and adolescents. The Commission recommended against the prescription of these drugs for anyone under 18.

Brian Beaumont, spokesperson for the Vancouver Chapter of the Citizens Commission on Human Rights said, “The UN, the FDA, Health Canada and the European Commission should be encouraged to seek out and eradicate the source of the problem—psychiatrists who have misled governments, medical agencies and the public into believing ADHD actually exists. There is no brain scan, blood test, X-Ray or ‘chemical imbalance’ test to verify the existence of so-called ADHD. Psychiatry’s false marketing campaign is destroying children’s lives.”

CCHR has documented that psychiatrists and mental health interests have promoted their false diagnoses to maintain a more than $20 billion dollar-a-year industry.

Art Olivier, the Libertarian candidate for Governor, is warning California taxpayers that Proposition 86 will force them to pay for the healthcare of children that are in California in violation of federal immigration laws.

Proposition 86 will amend the California Constitution to expand the California Healthy Families Program to include undocumented immigrant children under 19 years of age who are from families with incomes up to 300 percent of the federal poverty level. Currently, children in Healthy Families must meet citizenship or immigration requirements to receive health, dental and vision coverage. The proponents claim that this expansion will be paid by a $2.60 tax increase in a pack of cigarettes.

Art Olivier, the Libertarian candidate for governor, warns that increased benefits to illegal aliens will encourage more illegal immigration. “Amending the Constitution to attract more illegal aliens will burden the state with increasingly higher costs every year,” said Olivier.

Olivier doubts that the cigarette tax will be able to pay for the new entitlements. Citing the 32.3% reduction in legitimate cigarette sales in New Mexico after they raised cigarette taxes by 70¢ a pack in 2003, Olivier believes that retail sales of cigarettes in California could plummet by 50%. Olivier, the former mayor of Bellflower says, “Many smokers will switch to out-of-state outlets, Indian reservations, military commissaries, the internet or the black market to purchase their tobacco products at a much lower price.” A 50% reduction in the retail sales of tobacco will result in a $500 million annual shortfall in revenue that is currently earmarked for breast cancer research, health education, hospital and physician services, public resources, and county-run projects for child health and development.

The proponents of Proposition 86 claim that raising tobacco taxes will help emergency rooms to stay open. Olivier says he understands that something must be done to reverse the current trend in emergency rooms closures but he does not believe that higher taxes are the solution. Olivier suggests “Too many people, many of them here illegally, are using emergency rooms as their primary care facility. Hospital administrators should be able to inform local law enforcement of non-paying patients that are using the emergency room for non-emergencies if they suspect that person of being here illegally. After the patient has been treated, and if the police believe that the patient is an illegal alien, the patient should be turned over to Immigration and Customs Enforcement.”

The IMTA and PATA recently signed a Memorandum of Understanding (MOU) to promote healthcare travel in the Pacific Asia region. Working together, the two organizations hope to stimulate development of this high value sector and drive more integration between the travel and healthcare industries.

Under the MOU, PATA and the IMTA will focus on two main areas. The first is helping the health and travel industries identify commercial opportunities in healthcare travel. The second is assisting governments and tourism authorities develop strategies to promote this sector.

Choices about end of life are important for all adults—not just for the older population. One sure way of avoiding this heartbreaking situation is the Advance Health Care Directive. Not only does an Advance Health Care Directive let your voice be heard about what you want, but it also relieves others of making these decisions for you and can prevent the type of situation we are seeing on the news today.

An Advance Health Care Directive is a document that instructs others about your care should you be unable to make decisions on your own.

The form designates someone who will be given the authority make health care decisions for you in case you are unable to make them for yourself. This is most typically a spouse, but can be another family member or a close friend or anyone else you feel will see that your wishes and expectations are met.

The form provides:

• Authority to make decisions regarding artificial nutrition and hydration and any other measures that prolong life—or not

• A clear statement of wishes about choices to prolong life or to withhold or withdraw treatment

• Request for relief from pain - even if doing so hastens death

• Instructions about organ donations

• Room to state additional wishes and directions

Advance Health Care Directive forms are fairly easy to fill out, but the content can be quite complex and has to be thought through very carefully. Discussions with family members, legal, health or other appropriate professionals are highly encouraged before signing such a document. “Letting close family members and your primary care physician know about your directive can prevent future conflicts or even court action,” notes Dr. Monika White president/CEO of Center for Healthy Aging.

The directives can be revoked or replaced at any time as long as you are capable of making your own decisions. It is recommended that the form be reviewed every two years or so (or if your health status changes) and revised to ensure that it continues to accurately reflect your situation, values and preferences.

Advance Health Care Directive forms are available through state healthcare associations on-line or from community and senior services organizations, attorneys handling wills, estates, probate and elder law matters and from hospitals or hospice programs. Geriatric care managers and many professional health and mental health care providers can also assist you in getting a form. Some book stores may carry them as well. With medical errors being one of the top 10 leading causes of death in this country, error reduction is a priority at most hospitals. In an effort to address this and other clinical concerns, Lucile Packard Children’s Hospital (LPCH) launched a program to update their Total Parenteral Nutrition (TPN) processes. The program’s primary objective was to develop a safer, more clinically effective TPN environment. A multi-disciplinary team formed to look at the available alternatives to meet this and other objectives, such as decreasing adverse drug events (ADEs), compliance with USP 797, minimizing infection risk and reducing compounding time.

After careful consideration, in March of 2004, the task force elected to integrate Baxa Corporation’s Exacta-Mix 2400 (EM2400) hardware and the TPN Medsoft™ Software from Monterey Medical Solutions into their TPN process. “It was evident from day one that this combination of LPCH, Baxa and Monterey Medical was a win-win-win situation,” notes task force member and LPCH Director of Pharmacy, Dr. Robert Poole. “For example, we immediately went from three technicians mixing TPN solutions 6.5 hours each per day under three sterile hoods, to one technician mixing compounds six hours per day under one sterile hood.” In addition, notes Poole, “Over the last 24 months, we have decreased ADEs by over 70%., decreased our rates of TPN-related pharmacy interventions, and reduced the number of steps in the process, with fewer incident reports.”

Intravenous nutritional therapy, or TPN, supplies essential nutrients like proteins, carbohydrates, fats, vitamins, minerals and trace elements. An intricate and error-prone process, TPN therapy for children averages 16 ingredients, nine of which can be lethal if given in excessive doses. Prior to implementing the Baxa system, LPCH relied on a macro compounder for most of its needs. LPCH upgraded to the Baxa EM2400 system because as a state-of-the-art automated closed system, it decreased the potential for human error and touch contamination and minimized the opportunity for infection.

The combination of LPCH–Baxa–Monterey Medical focused on individual patient’s needs. First used at LPCH, the TPN Medsoft Software automates the processing of physicians’ prescriptions to create easy-to-follow instructions for pharmacists, making potentially dangerous procedures more reliable and safer to implement. The software also notifies the prescriber if there are variations between the prescribed amount to be given to the patient and the amount listed in standard nutritional protocols. The Windows®-based software has a user interface that is easy to understand and implement. Its users – doctors, nurses and pharmacists – have extensive training in nutritional therapy and can learn the new software in a matter of minutes.

The EM2400 also is Windows®-based, with graphical user interfaces and touch-screen control. It uses bar code verification of source ingredients and patient prescriptions and incorporates an audit record for quality assurance and accuracy.

Dr. Poole credits the new TPN process with ensuring a much safer treatment plan for infants, as well as adults, who need TPN therapy. “It is with tools such as the EM2400 and TPN Medsoft Software that we can make TPN therapy truly safe for the first time. The TPN process we have implemented has made a huge impact on the pharmacy environment and culture at LPCH,” concluded Dr. Poole.
