KCTCS Fall Enrollment Up Eleven Percent

The Kentucky Community and Technical College System (KCTCS) announced today an estimated record enrollment of more than 100,000 students for the 2009 fall semester, an 11.2 percent increase over fall 2008. This represents the third largest annual enrollment increase since the statewide system of 16 college and 67 campuses was formed in 1998, and the largest since 2001.

The Kentucky Community and Technical College System (KCTCS) announced today an estimated record enrollment of more than 100,000 students for the 2009 fall semester, an 11.2 percent increase over fall 2008. This represents the third largest annual enrollment increase since the statewide system of 16 college and 67 campuses was formed in 1998, and the largest since 2001.

“This increase in enrollment clearly shows KCTCS is providing Kentucky what it needs right now; real opportunity for individuals to transform their skills and knowledge in order to meet the workforce demands of today’s economy,” said KCTCS President Michael B. McCall.

While final numbers will not be known until late fall, preliminary analysis indicates the majority of the enrollment increase is occurring in technical and distance learning programs, showing a significant portion is due to individuals returning to college to upgrade their skills. Enrollment in online programs is up 29 percent for students taking at least one online class, and 14 percent for students exclusively enrolled online. To meet this demand KCTCS has added nearly 1,000 sections of online classes.

“The technical programs at our colleges are bursting at the seams,” said Dr. McCall. “We are adding evening classes and adjunct faculty in order to meet the needs of our students who are interested in areas such as advanced manufacturing and allied health.”

During the 2008-09 academic year, KCTCS eliminated programs, reduced the number of courses and services offered to students and reduced the number of faculty positions in order to absorb a $13.5 million reduction in state appropriations. KCTCS began the 2009-10 year with an additional $4.4 million cut to its budget.

“KCTCS has experienced an eight percent reduction in state appropriations since 2007 and this enrollment increase is straining our already limited resources,” stated Dr. McCall. “Kentucky’s economic recovery depends upon KCTCS’ ability to fulfill our unique role in higher education of providing the citizens of this state with the higher education access and opportunity they need to be successful in today’s global economy.”

New figures show 25 people suffer a critical illness every four minutes in North America.

Not only that, according to financial consultant Sam Harris, in the same four minutes, five North American families will have to file for bankruptcy caused by a family medical problem.

2007 statistics from The National Cancer Institute of Canada predict 39 percent of women and 44 percent of men will suffer a cancer-related illness during their lifetime.

A critical illness is defined as a condition such as heart attack, stroke, invasive cancer or a number of other conditions that a patient can be diagnosed with, but is likely to survive.

Apart from the emotional trauma associated with this kind of condition, financial problems usually arise owing to the patient not being able to work for some time; or medical insurance in force will not cover the cost of all treatment required.

Harris, a Vancouver-based financial consultant who recently experienced cancer in his own young family, believes the problem is two-fold.

"The main problem is, we all take our health for granted until it's gone and then it's too late," he said.

The second problem, according to Harris, is that North Americans have to rethink their priorities.

"For instance, people traditionally insure their homes, cars and boats. However, if you look at the statistics there is a 1 in 300 chance that your home will burn down in a North American city, yet almost a 1 in 2 chance you will get a critical illness!"

Harris stresses that income protection against such events should be at the top of any families list, because without any income -- the home, car and boat would not exist.

"Even a household on a tight budget can afford and should get C. I. protection. Usually with some simple cash flow restructuring it can be achieved."

Critical illness protection is different from traditional insurance, because the insured does not have to prove any financial loss. It pays up a tax-free lump sum of cash upon diagnosis.

It was originally designed to compensate people from being off work whilst recovering from by-pass surgery and now covers a multitude of illnesses. The policy will also return all the premiums to the insured if no claim is made on the 75th or 100th birthday depending on how the plan is set up. It is also ideal for protecting a persons retirement savings from being ravished by high medical costs later in life. Not only that, the premiums can be fixed not to go up.

"You have income protection for most of your life and then you get all your money back -- you have your cake and eat it!" Harris exclaimed.

He passionately believes that every family should have adequate protection and now is the time to do it.

Investing in women and girls during the global financial crisis will help set the stage for economic recovery and reduce inequality and poverty, according to Thoraya Ahmed Obaid, Executive Director of UNFPA (http://www. unfpa. org/public/), the United Nations Population Fund. "There is no smarter investment in troubled times," added Ms. Obaid in her statement for World Population Day, which falls on Saturday, 11 July.

Women and girls were the majority of the world's poor, even before the current financial crisis, said Ms. Obaid. "Now, they are falling deeper into poverty and face increased health risks, especially if they are pregnant." For World Population Day, she added, "I call on all leaders to make the health and rights of women a political and development priority."

In developing countries, women's health has critical economic importance. Women are more than half the agricultural labour force. They grow 80 per cent of staple crops in Africa, and in South-east Asia, 90 per cent of rice growers are women.

Investing in reproductive health is especially cost-effective, noted Ms. Obaid, adding, as an example, "an investment in contraceptive services can be recouped four times over--and sometimes dramatically more over the long term--by reducing the need for public spending on health, education and other social services."

In a separate statement, United Nations Secretary-General Ban Ki-moon called on decision-makers to "protect women's ability to earn income, keep their daughters in school, and obtain reproductive health information and services, including voluntary family planning.

"Together," added Mr. Ban, "let us advance the rights of women and girls, and empower them as highly productive members of society capable of contributing to economic recovery and growth. There can be no better investment on this day or any other."

Since 1990, governments and their national partners have been marking World Population Day with a variety of activities and events focusing on the importance of population to overall development strategies. This year's 20th anniversary of the Day coincides with the 40th anniversary of UNFPA and the 15th anniversary of the historic International Conference on Population and Development that guides UNFPA's work.

New Study Offers Hope for Tinnitus Sufferers

A new study undertaken at the School of Human Communications Disorders at Dalhousie University used a new software product called Quiescence to prove that a form of tinnitus treatment called residual inhibition is an effective means for offering relief to sufferers of this mostly incurable condition. The study results were greeted with optimism by leading tinnitus researchers, including leading tinnitus researcher Dr. Jack Vernon of the Oregon Health & Science University.

“Tinnitus, a condition of ringing or buzzing in the ears, afflicts over 40 million Americans, and millions more people worldwide. A quarter of these people are severely debilitated,” said Dr. Dennis Woo (PhD), Vice President of Spectral Visualization and Development (SVD) Inc. “The results confirmed our assumptions that residual inhibition is an effective means of treating tinnitus,” said Dr. Woo, “and that Quiescence is an effective tool for targeting a patient’s specific tinnitus sound and quickly creating an exactly matched tone that will bring relief.”

“Matching the tinnitus pitch and frequency does a much better job of producing residual inhibition than when it is not matched,” said Dr. Jack Vernon, Professor Emeritus of Otolaryngology at the Oregon Health & Science University. Dr. Vernon is commonly acknowledged as the “father of modern tinnitus masking.”.

“From the findings of this study,” said Dr. Vernon, “it looks like Quiescence does this successfully.”

Dr. Ravi Sockalingham of Dalhousie University supervised the study. “The software itself is easy to use,” he said. “Everything is software-driven. You just point and click at features that are well laid out.”

“There are many other tools for tinnitus,” said Dr. Woo, “But Quiescence is unique because it actually finds out where the tinnitus is located. Other tools basically just cover up the tinnitus no matter where it is, a sort of one-size-fits-all approach. Quiescence allows audiologists to make a CD that is customized for the patient’s specific tinnitus.”

“Quiescence is also very affordable and convenient,” said Dr. Woo. “Audiologists will simply purchase their licenses and use Quiescence on as many patients as they want at no additional charge. And all the patients need is a CD player that they can use at home or even while driving. Sonia Kondrat, Director of UCAA, adopted two sons from Ukraine in 1998 and witnessed the great need to assist Ukrainian orphanages. With the lack of incoming state funds, orphanage administrators and medical personnel find it increasingly difficult to support disabled and vulnerable orphans. Special needs orphans are often left lying in their beds alone for long periods of time, causing a myriad of physical, intellectual and emotional disturbances. "Ultimately, they develop a combination of dysfunctions such as aggressive or passive behaviors, sensory disorders, attachment problems, learning disabilities or consequential invalidity, on top of their own special disability", commented Lillian Horodysky, DVOU Executive Director. "This is why we need to join forces and form one voice to build awareness of the plight of Ukrainian disabled & vulnerable orphans".

These are but a few of the research outcomes that have been gaining considerable attention even though the developing protocols are still emerging.

Using biofrequencies to evaluate health risks and disease involvement is an advancement that could revolutionize medicine. Larry Trivieri, an internationally known expert and author, has identified Edwards as one of the true pioneers in the field of energy medicine, specifically the use of sound as a diagnostic management tool. One of Trivieri's latest publications, Health on the Edge: Visionary Views of Healing in the New Millennium includes a chapter outlining Edwards' innovative work with Human BioAcoustics.

Trivieri noted that the interviews with the twelve experts in the book were designed to help him answer the question as to what the future of our health system holds. Trivieri was particularly interested in the frequency correlations of Myrex (the flame retardant causing the fireman's cough) with genetic issues relating to early age onset breast cancer. Other companies are beginning to follow Edwards' twenty year lead. Pfizer pharmaceuticals published a paper last year indicating that they are using voice frequency analysis to predict Parkinson's disease. UCLA has announced a new program that will train scientists to listen to the sounds of cells in the hopes of finding a way to translate cell sounds into disease information data. Edwards' team has been producing research data and results for over a decade using vocal data and low frequency sound presentation.

"Breaking the sound barriers of disease" as a concept, likely conjures-up images that would be associated with a sci-fi flick but it is a substantiated fact that sound, under research conditions, has provided support in the reestablish of nerves, mitigation of macular degeneration, reversal of diagnosed multiple sclerosis, release of back pain, stimulation of metabolism and rehabilitation of muscle trauma.
