Accelerating Expenses, Postponing Income, or Incorporating a Business Now May Help in April

These tactics often include reducing your taxable income and tax rate, postponing income, and accelerating deductions. It's also important to consider the implications of potential tax credits and the affect of Alternative Minimum Tax (AMT) rates.

Reduce Taxable Income

They shouldn't overlook the possibility of purchasing health insurance, investing in their retirement, or providing perks like a company car through their business.

Reduce the Tax Rate
Business owners can target a lower tax bracket by reducing income reported in the current tax year. If they're operating their business as a sole proprietorship, they can incorporate their business (http://www. bizfilings. com/products/incorporate. asp) and deploy tax strategies that reduce personal tax liability. If deductions are not so evenly spaced and an owner tends to have great fluctuations in income from year to year, they may be able to shift some AMT-triggering items from an AMT year to a non-AMT year.

Last year, many pet rabbits died from Myxomatosis and Viral Haemorrhagic Disease (VHD). But in many cases, these drawn-out deaths could have been avoided. That’s why the Rabbit Welfare Fund (RWF) is stressing the need and urgency to vaccinate against these diseases — now — before it kills even more pet rabbits.

Rabbits that contract myxomatosis are a pitiful sight; they develop discharges from the nose and eyes, swollen genitalia and severe conjunctivitis. Lumps appear on the head and affected rabbits blindly stumble around, refusing to eat therefore starving themselves to death. The rabbit can take up to a fortnight to die and treatment of the “classic” form is usually futile. Most affected pets are put to sleep to prevent further suffering.

In contrast, Viral Haemorrhagic Disease (VHD) can kill a rabbit within hours of appearing and behaving normally. Many rabbits are found dead for no apparent reason, but others may haemorrhage before dying. ItÂ’s an agonising death and symptoms include difficulty of breathing, loss of appetite, high temperature, bleeding from the nose and back passage, and screaming.

The solution: vaccination

However, rabbit owners can protect their pets by getting them vaccinated. Judith Brown BVM&S MRCVS, Veterinary Executive for the Rabbit Welfare Fund states, “Most people don’t know that pet rabbits need vaccinations. All too often, I have witnessed the terrible suffering in rabbits that have contracted these avoidable diseases. As a vet, it is extremely distressing to point out to a grieving owner that their pet’s life could have been saved by vaccination.”

Rabbits can be vaccinated against Myxomatosis from six weeks old and this should be repeated every 12 months (six months in high risk areas). Vaccinations against VHD can be given from 10 weeks of age and should be boosted every 12 months.

Ingrid Tarrant, wife of TV quiz show host, Chris Tarrant, is also lending her support to this campaign and says:

“Many rabbit owners simply aren’t aware that vaccines exist to help prevent these dreadful diseases; if you love your rabbit, please get it vaccinated before it’s too late”.

Incentive scheme for owners

As an incentive to rabbit owners, the Rabbit Welfare Fund (RWF) is giving the first 100 rabbits that have BOTH vaccines between April and November 2005, a FREE Twig Ball. These have been been provided by Pets at Home who are supporting the campaign. The ball is ideal for rabbits: to chew, play with, throw and amuse themselves. Owners should simply send evidence (copy of medical card) of their pet receiving both vaccinations within the year and £2.50 to cover postage and packing to: RWF, PO Box 603, Horsham, West Sussex RH13 5WL.

Although it may seem unachievable for "ordinary" citizens or groups, lobbying is actually not that hard to learn to do.

Researchers See Drop in Rates of Substance Abuse, Violence and Early Sexual Activity

A study suggests that school-based prevention programs begun in elementary school can significantly reduce problem behaviors in students. Fifth graders who previously participated in a comprehensive interactive school prevention program called Positive Action (http://www. positiveaction. net/) for one to four years were about half as likely to engage in substance abuse, violent behavior, or sexual activity as those who did not take part in the program. The study, supported by the National Institute on Drug Abuse (http://www. nida. nih. gov/newsroom/09/NR5-18.html) (NIDA), a component of the National Institutes of Health, will appear in the August 2009 print issue of the American Journal of Public Health (http://www. ajph. org/cgi/content/abstract/AJPH.2008.142919v1). "This study provides compelling evidence that intervening with young children is a promising approach to preventing drug use and other problem behaviors," said NIDA Director Dr. Nora Volkow. "The fact that an intervention beginning in the first grade produced a significant effect on children's behavior in the fifth grade strengthens the case for initiating prevention programs in elementary school, before most children have begun to engage in problem behaviors."

The study was conducted in 20 public elementary schools in Hawaii. Participating schools had below-average standardized test scores and diverse student populations with an average of 55 percent of students receiving free or reduced-price lunches.

The intervention tested was Positive Action (PA), a comprehensive K-12 social and emotional development program for enhancing behavior and academic achievement. Schools were randomly assigned from matched pairs to implement PA or not. The program consists of daily 15-20 minute interactive lessons focusing on such topics as responsible self-management, getting along with others, and self-improvement. At schools implementing the intervention, these lessons occupied a total of about one hour a week beginning in the first or second grade.

In fifth grade, 976 students (most aged 10 or 11) responded to a written questionnaire that asked about their use of substances, including tobacco, alcohol, and illicit drugs; involvement in violent behaviors, such as carrying a knife or threatening someone; and voluntary sexual activity. The total number of students reporting that they had engaged in any of these behaviors was small. Strikingly, however, students exposed to the PA program were about half as likely to report engaging in any of these behaviors as students not exposed to PA. Among students who were exposed to PA, those who had received the lessons for three or more years reported the lowest rates of experience with any of these problem behaviors.

"This study demonstrates that a comprehensive, school wide social and character development program can have a substantial impact on reducing problem behaviors of public health importance in elementary-school-age youth," said Dr. Brian Flay (http://www. hhs. oregonstate. edu/faculty-staff/userinfo. php? id=461) of Oregon State University, the study's principal investigator.

PA is an interactive program that integrates teacher/student contact and opportunities for the exchange of ideas as well as feedback and constructive criticism. The program is school wide and involves teachers and parents as well as students. It takes a positive, holistic approach to social and emotional development rather than focusing on the negative aspects of engaging in substance abuse and violence. Finally, at one hour a week, students' exposure to the program was intensive. ''These features likely account for the large effect observed,'' concluded Dr. Flay.

Dr. Flay hopes to conduct a follow-up study to determine whether the beneficial effects of the PA program on fifth graders are sustained as the children grow older.

The positive results of this most recent study of Positive Action reinforce recognitions of the program as an evidence-based intervention from the U. S. If it is able to breach and close above this important indicator line, it appears possible that the stock will continue trending up toward the more distant 50-day MA (currently $16.08). As the channel between these two averages continues to narrow, JNPR faces its first overhead resistance of strength at $13.60 (+38% from current level). If the stock is able to break upward, look for the potential of a short squeeze as there is a fairly sizeable short position onboard JNPR. Downside support on JNPR appears to be in the upper $8 range, with no support below. If the market overall turns south, be prepared with a tight stop on JNPR to minimize any potential loss. NEWP,(Newport Corp., Electronic Components) – Long, Strong Buy. NEWP’s breakout move Friday showed why it would be a solid holding during a tech-driven rally. It closed above both its 13-day and 50-day trend lines on healthy buying volume. Also, this bellwether has shirked the down economy, pulling in an additional 12% in sales for 2001 (up to 318.9 million). Investors haven’t noticed though; the stock has been under pressure since trading at $40 in May. Short-term price target: $25.70 (+20%). Stop loss: $18.25 (-15%).

ALGX, (Allegiance Telecom, Communications Services) – Long, Strong Buy. A solid four-day uptrend has developed on ALGX, with volume at or above its 60-day MA, and with the stock trading significantly below book value with an improving RSI and near an all-time low, we believe this trend will continue with the potential for sizeable gains. No serious upside resistance exists until more than 100% from current level at $5.62 (+108%). There are a couple of bumps along that road in the mid-and-high $3’s, but these points are low level resistance. Also interesting to note is the large number of shorts who covered their positions in January. Target Price: $5.00 (+85%). Stop Loss: $2.35 (-13%).

SE,(7-Eleven, Inc., Retail) – Long, Strong Buy. 7-Eleven's announcement in late January that it would close as many as 120 stores is a sign this convenience-store stock is a turn-around play. Talk about undervalued - a minuscule P/E of 12, revenues are rising (up 5% in 2001) and the stock is trading near its 52-week low. Huge upside potential for a retailer that’s a household name. Short-term price target: $12 (+25%). Stop loss: $8.40 (-12%).

SCMR, (Sycamore Networks, Communications Equipment) – Long, Strong Buy. SCMR exibited a strong buy signal with conviction on Friday, cracking and closing above its 13-day EMA of $3.67. After spending about two weeks basing and building support in the $3.50 range, SCMR is now positioned for a strong upward move. With an improving MACD, stabilizing MA’s, trading below book value and an upturn in its RSI, we believe SCMR is a value at this level with little downside risk. Target Price: $5.30 (+41%). Stop Loss: $3.35 (-11%).

DPH, (Delphi Automotive Systems, Auto & Truck Parts) – Long, Buy. DPH has been one this year’s winners, tacking on 15% so far. After a two-session correction, it closed strong on Friday and seems poised for another upward move. It’s trading well above its 13-day, 50-day and 200-day trend lines, a show of amazing strength in what has been a fairly weak market. And most of the damage of last year’s restructuring seems to be behind it. It will also be helped by the announcement last week by General Motors that earnings and production will increase this year. "I went to the (1992) Olympics and got completely killed...I had trained hard, but the things that I did, the way I ate, the way I lived...it wasnÂ’t 100 percent toward cycling," Hincapie said in an NBC Olympics interview.

Since that time, Hincapie has learned a lot about how to eat and live to increase his cycling performance. "Racing at a professional level in international competition like the Tour de France places extreme demands on one's body. To try to compete without attention to the best nutrition would be impossible," Hincapie said.

In road cycling, conserving energy is key to winning. Riders drafting behind others will conserve 25 percent of the energy they would expend if riding in front. Grouped in teams, riders also designate a leader and sometimes carry his food, liquid, and supplies -- all to help conserve his energy for the final sprint, where he will need all the muscle endurance he can muster to pull ahead.

These are strategies every cyclist knows, but what Hincapie learned in Barcelona 12 years ago was the value of proper nutrition. Because of the increased muscle breakdown and body wear-and-tear, endurance athletes need increased levels of protein, about twice as much as regular adults. If muscles become fatigued, youÂ’ll have less energy.

Proteins are the "building materials" of the body, essential for rapid muscle repair, tissue growth, and fast body recovery. The problem is that most protein foods are fatty animal byproducts delivering more calories and waste than actual protein to the body.

Burning protein as caloric energy rather than using it for building materials not only leaves muscles and cells weakened, but releases high levels of nitrogen, which arrive at the kidney as waste, increasing fatigue.

Surgeon General, encouraged a coalition of healthcare providers to continue in its efforts to prevent the American Dental Association and various state dental boards from adopting onerous new guidelines that would restrict the public's access to quality, affordable dental care.

In a letter dated April 5, 2007, Dr. Moritsugu praised TEAM 1500, a non-profit coalition of 1,500-plus healthcare providers that is fighting to prevent the ADA and some state dental boards from restricting the availability of a safe and effective treatment protocol known as oral conscious sedation. TEAM is an acronym for Trust for Equal Access Medicine.

"I would like to convey my appreciation for TEAM 1500's dedication to making quality healthcare available to call Americans," Dr. Moritsugu wrote. He noted that his responsibilities are "to advance the health of our Nation by providing the American public with the best scientific information available for improving their health, by advocating for effective health promotion and disease prevention strategies, and by articulating scientifically based health policy analysis and advice to the Secretary of Health and Human Services and the President."

Dr. Moritsugu's letter to TEAM 1500 came in response the organization's call for the Surgeon General to take a position on efforts by the ADA to pass new guidelines that would effectively prevent hundreds of thousands of fearful and anxious patients from continuing to receive the increasingly popular form of treatment known as oral conscious sedation, or OCS.

OCS is a safe and effective protocol for relieving the stress of dental visits through the administration of a mild oral sedative that has been on the market for decades and is in wide use by both general dentists and medical doctors. More than one million previously hesitant dental patients have relieved their anxiety thanks to family dentists who offer OCS.

In a landmark report on the nation's oral health, Dr. David Satcher, the U. S. Surgeon General in 2000, challenged the healthcare community to embrace innovative methods to reach out to the tens of millions of Americans who lack adequate access to dental care.

In appealing to Dr. Moritsugu to use the weight of his office to highlight the hypocrisy of the ADA's proposals, TEAM 1500 pointed to more than 1,000 dentists and patients who have also written letters of protest to the ADA.

Vermont adds 37 new captive insurance entities in 2006. New trends of Triple X and health care facility captives are gaining momentum.

"Steady and sustained growth," is how Vermont officials described 2006's final tally for captive insurance as 37 new captive insurance (http://www. vermontcaptive. com) entities were licensed. New to the nation's largest domicile, include such well-known companies as Starbucks Corp., McGraw-Hill, Principal Financial Group, Ameren, and Aegon.

According to the Vermont Department of Banking, Insurance, Securities and Health Care Administration (BISHCA) the 37 new captive insurance companies licensed last year equals the number of new captives licensed in 2005. The total number of captive licenses issued in Vermont is now 791, making it the largest captive domicile in the United States and the third largest in the world.

"Vermont is proud of its reputation as the gold standard of domiciles," said Governor Jim Douglas. "We will continue to make sure that we keep pace with the changing needs of the industry."

The new captives formed include 25 pure captives, five sponsored, three new risk retention groups, three association captives, and one industrial insured captive.

"We are seeing an emerging trend in the expanded interest in Vermont by the so-called 'Triple X' securitization captives (http://www. vermontcaptive. com/Contact/Questionnaire. cfm) and by employee benefits," said Derick White, Director of Captive Insurance. "These 'Triple X' captive facilities are providing a way for life insurers to form reinsurance captives."

Vermont has currently licensed five such programs, with more on the horizon. 2006 also saw the licensing of five new employee benefits captives writing both ERISA and non-ERISA benefits. Another trend that has emerged is the continued growth in health care facility captives.

"Vermont now has nearly 100 programs writing over $1.4 billion in premiums in medical malpractice coverage (http://www. vermontcaptive. com/Contact/Questionnaire. cfm)," said Dan Towle, Director of Financial Services. "I think it's fair to say that we'll continue to see strong activity in 2007."

Amidst a tough economic climate, employers have been looking for ways to tighten the reins. Scientologists, in a global campaign to stop drug, alcohol and substance abuse, are making April "Drug Information Month" by distributing drug education and prevention pamphlets that present drug facts and the danger of drugs abuse.

Members, friends and allies of Scientologists and Church of Scientology (http://www. scientology. org/) missions and churches in countries around the world are carrying out an all-out international effort this month to do something effective about drug abuse and addiction in their communities.

Treating April as "Drug Information Month," volunteers distribute copies of 13 separate drug education booklets, which give simple and direct facts about drugs. These free booklets (http://www. scientology. org/) cover the effects of drugs such as marijuana, alcohol, prescription drugs, cocaine, heroine, crystal meth, crack, painkillers, LSD, Ecstasy, and Ritalin (known as "kiddie cocaine"), and show how these substances destroy a person's health, creativity, family and relationships.

Scientologists distributed over 3,000 drug facts booklets in Hamburg, Germany, and thousands more in Berlin and Dusseldorf. Volunteers in Cagliari, Italy helped several hundred people learn the truth about drugs, many of whom asked for more booklets to pass on to their friends.

Teams in Marseilles, Angers, Clermont, Bordeaux, Nice and Lyon, France passed out more than 10,000 booklets. In Paris, volunteers went right to the most notorious neighborhoods in the city, passing out booklets to at-risk teenagers and youth while local police quietly stood by to guard against retaliation from drug dealers.

"Our booklets were in such high demand," said one of the volunteers. "We had teachers coming up to us to ask for copies for their students, two medical doctors wanted them for their waiting rooms and a professor liked them so much he grabbed some booklets and joined us."

In Amsterdam, where the sale of so-called "soft drugs" is legal and "coffee shop" is a code name for a hash bar, volunteers passed out over 500 drug education booklets. In Auckland, New Zealand volunteers handed out some 1,200 copies at a marketplace.

Countless lives are lost to drugs. Newspapers and TV news shows spotlight the famous artists who die from drug overdose, but most people have experienced personally the loss of a friend or family member through drug abuse. Many of those who resort to selling sex are supporting their habits. Our prisons are full of men and women who are there because they dealt drugs or are drug addicts who committed crimes to support their habits. Governments, nonprofit organizations and private individuals spend billions every year in an attempt to combat this tragedy.
