August 2006, New Mexico — The demand for petroleum products - particularly transportation fuels and petrochemical feedstocks - is increasing throughout the world. Traditional markets such as North America and Europe are experiencing continuous increases in demand, whereas emerging Asian markets such as India and China are witnessing a rapid surge. Major oil companies and technology suppliers/licensors are investing heavily to revamp their refining technologies in an effort to cater to the growing needs of customers. U. S. refining capacity has been unable to keep pace with the continuing strong growth in energy demand, despite the fact that refiners work 365 days a year to produce record volumes of product to keep up with consumer demand. U. S. refineries often operate at 90 percent to 95 percent utilization rates, far above most manufacturing industries, which operate at an average of 82 percent. Policies must be developed that promote continued environmental progress without reducing the supply of gasoline and other petroleum products needed for a healthy economy and the nation’s security.
