The cause is clear - concrete is naturally porous (12 to 20% air). When concrete cures, water creates a network of interconnected pores (capillaries). They let in liquid water, water vapour, and radon gas. Like a wick, they even draw water from several feet away. And as the concrete ages, the pores get bigger and bigger.
As a temporary fix, you could try concrete paints, waterproofing sealers, or cementitious coatings. But they cannot stop gases (vapour and radon) and soon crack or peel.

How to make a wet basement dry
